About this file

This is a supplemental information letter issued by the City of Salem Finance Department's Contracts & Procurement Division in response to RFP No. 256118 for public art at the Salem Civic Center Improvement Project. The letter addresses four key questions submitted by proposers regarding installation logistics, electrical requirements, site access, and budget allocation. Proposals are due by March 24, 2026, at 4:00 PM local time. The RFP concerns commissioning artwork for two potential locations within the covered atrium area of City Hall, though the City may select art for only one location depending on proposal quality.

The supplemental letter clarifies critical project constraints and budget parameters. The atrium deck has a live load limit of 200 pounds per square foot, restricting equipment to scissor lifts; larger equipment such as forklifts or telehandlers requires shoring installation at a cost allowance of $7,500, which reduces the overall art budget from approximately $130,000. Electrical power is available nearby and can likely be integrated within the existing budget. The 16' x 16' pad location on the second floor is accessible via Commercial Street, with the current construction contractor using a Gradall forklift (capacity 9,000 lbs with 31-foot reach) that installation may coordinate with; similar equipment access requires appropriate shoring for deck support. The total $130,000 budget encompasses all public art costs for the Civic Center project, including design, fabrication, transportation, installation, permits, and documentation for both potential locations combined.

CITY OF SALEM

FINANCE DEPARTMENT

CONTRACTS & PROCUREMENT DIVISION

SUPPLEMENTAL INFORMATION LETTER #1

March 17, 2026

RFP NO. 256118

FOR: Public Art for the Salem Civic Center Improvement Project

CLOSING DATE: March 24, 2026 at 4:00 PM (LOCAL TIME)

The following are questions submitted by Proposers and answers from the City:

1. Q) Are there large doors that can allow a crane of some kind to enter the atrium? I am assuming there are but want to be sure before I put a proposal together so make sure I could actually install a large piece if that becomes a thing.

A) The Atrium does not have doors as it is an open air space, therefore access for machinery to install art is available. However, there is a load limit on the deck that is 200lbs/square foot (live load) which equates to nothing more than a scissor lift. If larger equipment is required (like a fork lift) to install the art, then shoring would be required on the underside of the atrium deck. The contractor onsite could provide the necessary shoring but at a cost to the artist. An allowance of $7,500 should be considered as part of the shoring install which would reduce the overall budget of approximately $130,000 available for the art and other fees detailed in the proposal.

2. Q) Besides the more resilient and “permanent” materials, eg metal, stone, glass, etc., I often use light sources in my artworks, eg, neon, LED, etc. In your estimation, would the cost of running electrical to the site(s) prove too difficult to accomplish based within the $130K budget and the possible construction constraints? Can you provide any additional contexts, please?

A) There is electrical power nearby and it could likely be made available within the overall $130k budget without too much difficulty.

3. Q) This is on the second floor where the only drivable access is from Commercial

St. is that correct? And that is up a sidewalk and then onto the concrete 4’ x 4’ squares which are doubled between the planter boxes making 8’ wide path. Turn right at the top go over sky bridge and into the second floor 16’ x 16’ pad area.

If you could get a forklift to the 16’ x 16’ site it cannot reach the center of the pad and it certainly could not lift a sculpture and place it on a pedestal in the center of the pad too much of a reach for a forklift. Definitely need a Telehandler which typically weigh 8k - 12k probably the same as a forklift but that is not a weight to put on the sidewalk. Please enlighten as I am not seeing second floor access.

A) Yes, the area you are identifying is the correct location of the 16'x16' pad. The contractor that is currently on site performing the construction is using a Gradall forklift for their operation. A smaller sized Gradall has the capacity of 9,000 lbs and can reach up to 31 ft. Installation may be able to be coordinated with the similar access that the contractor used for their Gradall. As previously mentioned, equipment used on the deck greater than 200lbs/square foot will need proper shoring installed to support the machinery. Shoring may be provided by the contractor at the allowance of $7,500.

4. Q) Is the $130,000 budget for both the wall art and the 16’ x 16’ pad sculpture?

A) $130,000 is the total for the public art at the Civic Center for this project. The City has provided two locations but the City may only select art for one location. The

City wanted to have the option of two locations but the City may not select art of both spots.
