About this file

This is a Notice of Intent to Award issued by the City of Salem, Oregon's Contracts and Procurement Division for RFP No. 256090, which solicited books, audio-visual materials, and related services for the Salem Public Library. The solicitation sought non-exclusive vendors capable of supplying print books, large print books, video products (Blu-ray and DVDs), music CDs, and audiobooks through electronic ordering via the SirsiDynix Symphony integrated library system. Vendors were required to maintain an online search and ordering platform with unlimited free user access and provide standing orders by various criteria including title, series, author, genre, and format. The RFP required delivery of at least 80 percent of requested titles annually, with 50 percent delivered within 30 days and 100 percent within 180 days of order receipt. The question deadline was December 9, 2025 at 5:00 PM local time, with proposals due by December 19, 2025 at 4:00 PM local time. The City issued the Notice of Intent to Award on January 26, 2026, with contract award scheduled for February 2, 2026. The initial contract term runs through June 30, 2027, with four optional one-year renewal periods contingent upon satisfactory performance, budget approval, and City determination.

The City awarded contracts to four primary vendors across different product categories: Ingram Library Services as the primary provider for books and services, Libraria as the secondary provider for books and services, Midwest Tape as the primary provider for music CDs, DVDs, and services, and Blackstone Publishing as the primary provider for audiobooks and services. Evaluation criteria included compliance (50 points), list price discounts and shipping (20 points), product and service pricing (20 points), and a proposer questionnaire (10 points). Vendors were required to maintain $2,000,000 in commercial general liability insurance and comply with Oregon tax laws. Optional add-on services included MARC records, Dewey Decimal Classification, Library of Congress subject headings, and shelf-ready materials with processing. The RFP did not specify set-aside designations for disadvantaged enterprises but required pay equity compliance for contracts exceeding $500,000 with 50 or more full-time employees.
