About this file
This Request for Proposals (RFP) from the City of Salem, Oregon, on behalf of the Salem Housing Authority (SHA), seeks qualified vendors to provide a comprehensive housing and tenant management and accounting software solution. The software must support multiple housing programs including Section 8 Housing Choice Vouchers, Public Housing, HUD Project-Based Rental Assistance, HUD 202/8 Units, and Low Income Housing Tax Credits (LIHTC), serving approximately 9,000 residents and 4,055 housing units. The solution must integrate with HUD systems (EIV, TRACS), comply with Generally Accepted Accounting Principles (GAAP), and replace SHA's current Elite software system. Proposals will be accepted electronically through Equity Hub's Bid Locker until June 12, 2026, at 4:00 PM local time. The RFP permits separate contract awards for Property Management, Section 8 Vouchers, and Accounting modules. The implementation timeline shall not exceed 12 months after contract execution, with anticipated Notice to Proceed in August 2026. The contract term is one year from the software go-live date, with an option to extend for four additional one-year periods upon mutual written consent.
The RFP evaluation employs a two-phase process with Phase I allocating 335 points across proposal submission requirements (cover letter, company profile, security, implementation approach, mobilization, fee proposal, and performance requirements) and Phase II consisting of 50 points for product demonstrations and customer reference checks. Pricing will be evaluated using the ratio method, where the lowest cost proposal receives maximum points and other proposals receive proportional points based on their cost relationship to the lowest bid. The successful proposer must carry commercial general liability insurance of at least $2 million, comply with Oregon wage and tax laws, maintain workers' compensation coverage, and comply with nondiscrimination requirements. SHA expects data migration from its existing Elite database and legacy housing management systems, with vendor provision of comprehensive training, technical support, and ongoing maintenance. Annual renewal costs for continued use and support must be provided for a minimum of one year with pricing for an additional four years.

SECTION 4 PROPOSAL EVALUATION CRITERIA AND SELECTION PROCESS
4.1 Evaluation Criteria
A Proposal Selection Committee will be selected by the City to evaluate the proposals. The
Proposal Selection Committee will evaluate all complete proposals received by the closing date. Each of the criteria listed in Section 3 will be evaluated by the Committee for the purpose of ranking proposals based on how fully each proposal meets the requirements of the RFP.
Although cost of services is important, the City will not necessarily select the lowest cost proposal for the award. The City reserves the right to award a contract based on initial
Page 29 Request for Proposal proposal submittals or, at the sole discretion of the City, to conduct interviews with any or all of the proposers. Any interviews shall be held for the purpose of clarity of proposals and will not be scored. However, the Proposal Selection Committee members may use the interview process as an opportunity to adjust their original proposal scores to reflect any additional understanding of proposals that they derived from the interviews. In addition to submitted proposal information, the City reserves the right to use any information that it is aware of, independent of the submitted proposals, in determining consideration of contract award.
The City will not pay for any costs incurred by the proposer in responding to this RFP to include costs to the proposer to conduct interviews and presentations.
Note: Additional references may be sought out by the evaluation committee to include, but not limited to, City staff and other governmental agencies.
The proposal evaluation process will consist of two phases. In Phase I, the RFP committee will evaluate the proposals. The top scoring proposals will move on to the second phase.
Phase II will consist of proposer demonstrations and some combination of customer reference checks. SHA will provide proposer with a list of scenarios to be performed as part of the product demonstration. The RFP committee will score the demonstration based on the overall proposed product and how well the product performs under the SHA provided scenarios.
The City will not pay for any costs incurred by proposer in responding to this RFP to include costs to the proposer to conduct interviews and presentations.
