About this file
This is Addendum 1 to RFP #2528 issued by Kenosha County, Wisconsin, for professional design services related to two maintenance building projects under the Golf and Parks Division. The addendum clarifies that the County seeks Architect/Engineer (A/E) services rather than design-build or construction management services, with the awarded firm responsible for providing all required structural, mechanical, electrical, plumbing, and civil engineering disciplines either directly or through qualified subcontractors. The Golf Maintenance Building remodel encompasses three sections: a northwest office/break room requiring updated finishes and furnishings; a south mower storage area requiring insulation, window additions, and two personnel doors; and a west mechanic shop and restroom needing door replacements and restroom updates, with all areas requiring concrete floor refurbishment. The Parks Maintenance Building remodel involves removing non-load-bearing walls, repairing or replacing windows, and maximizing equipment storage space. The County will provide equipment lists and vehicle turning radius requirements during the project planning phase and will separately pay for utility location services. Site survey data, existing building drawings, as-builts, environmental assessments, wetlands reviews, and hazardous materials testing are not available and remain the County's responsibility where applicable.
The County will determine during the planning phase whether new construction will utilize pre-engineered metal buildings or conventional steel construction; proposers should assume conventional construction for cost proposal purposes with negotiated adjustments if PEMB is selected. No third-party construction manager will be engaged, making the design firm responsible for construction administration services. Geotechnical testing, soil testing, environmental reports, and NEPA coordination are excluded from the A/E scope and will be funded separately by the County if determined necessary during concept planning phases. The County anticipates funding availability for the golf course project construction beginning fall 2026 and the Parks project construction in 2027, with budgets of $1,750,000 and $2,500,000 respectively, encompassing design, construction, and construction management costs.

Yes.
Questions and Answers:
Q. Is the RFP calling for Construction Administration services or Construction
Management services or both??
A. The County has labeled the services requested as “Construction Management” but after discussion at the Pre-Proposal Meeting we believe that the appropriate term would be “Construction Administration”.
Q. Is the County expecting to provide any Structural, MEP, or Civil Engineering services from specific engineering firms or should proposing vendors include those disciplines via teaming partners in their response?
A. The expectation is for the awarded vendor to provide any required structural, MEP, and civil engineering. The awarded vendor is responsible to provide these services directly or subcontract with a qualified entity.
The County does not have a preferred vendor for these services.
Q. Does the County have existing site survey data for both sites, including utilities, grading, and boundary lines?
A. No, only data available on the County’s GIS mapping system that is available to the public.
Q. Does the County require environmental assessments, wetlands reviews, or stormwater permitting as part of the contractor's scope?
A. Not that we are aware. Just the standard requirements for general construction.
Q. Does the County have any specific sustainability targets (LEED, energy efficiency standards, solar readiness, etc.)?
A. No.
Q. Does the County have an equipment list, vehicle dimensions, and turning point requirements?
A. The County will provide this information during the “project planning” phase of the design process.

Q. Are existing building drawings available for the renovation area? Are any drawings available for either existing building (as-builts, site plans, floor plans, elevations, utility diagrams, structural drawings)?
Q. Does the County know existing utility capacities (water, sewer, electric, data)?
A. We have a general idea, but the utilities will need to be located. Do not include location service costs in your Cost Proposal. The County will pay for those fees directly.
Q. Are there any County tree preservation guidelines we should be aware of?
Q. Are hazardous materials present in any existing buildings?
Q. Are you looking for A/E services for this RFP #2528 or a design-build contractor to your PRIME and include Construction all in one package? Contractor, or a form of, is in the document 139 times.
A. We are looking for A/E services. The use of the term “Contractor” in the RFP documents refers to the design firm that is awarded the contract for these services.
Q. Please clarify the specific program elements included in the renovation of the existing golf maintenance building (e.g., break room, storage, finishes, MEP/A/C improvements, accessibility upgrades) and outline the County’s expectations for the remodel scopes in both buildings (Golf and Park) so we can align our team’s design effort and fee appropriately.
A. For the existing Golf Maintenance Building remodel:
The building has 3 sections, which will be referred to as Northwest (current office & break room), South (current mower storage, non-insulated), and West (current mechanic shop, insulated). We will break down what we are looking to do in each section.
1) Northwest (current break room/office) – In this area we are seeking a formal break room/meeting room for the staff. We will need a large table for 10-12, new paint, and small counter area for microwave and coffee.
2) South (current mower storage) – In this area we currently have 4 small overhead garage doors, we are seeking to eliminate those, adding a few windows and 2 man doors (one on east side and one on west side). We will want this area to be insulated, there is a small heater currently, but the HVAC situation will need to be assessed.

3) West (current mechanic shop and restroom) – We would like to update/repair the existing restroom in it’s current location. There are two small overhead doors in this section, we would like to replace both doors with new overhead doors.
Additional notes: Floors in all areas are bare concrete, so we would like to explore options to refurbish/recoat the existing concrete in all three sections of the building.
For the existing Park’s Maintenance Building remodel:
Remove walls/dividers that are not load bearing Repair/replace windows Create maximum space for equipment storage
Q. Should the new buildings be planned as pre engineered metal buildings (PEMB) or conventional steel? Structural engineering fees vary significantly between PEMB and conventional construction. To ensure fair pricing, would the County prefer that we price two fee scenarios (PEMB vs. conventional)?
A. The County will make that determination during the planning phase.
Assume that the County will go with conventional construction when determining your Cost Proposal and we will negotiate a rate change during the planning phase if we decide to go with a PEMB.
Q. Is the County planning to engage a Construction Manager (CM) for either project? CM participation can affect our construction-phase services and fee;
please advise the intended approach.
A. No, the County is not planning to engage a 3rd party CM. The awarded design firm shall provide construction administration services as outlined in the scope requirements of the RFP.
Q. As the Parks project indicates design in 2026 with construction pending future budget approval, should fee proposals include design services only for the Parks Building at this time, with construction-phase services added later if/when funding is approved to ensure all proposals remain comparable?
A. Please provide a cost for all of the services per Attachment C Cost Proposal. The County is confident that the funding will be available for construction in 2027.
Q. Confirm if anything Environmental (existing building or site), including testing, report, or design related to remediation, are to be included in the A/E scope of work.
A. Costs for soil testing, geotechnical, or other remediation testing should not be included in your cost proposal. We will determine if these services are required during the concept planning or concept design phases and the County will incur those costs separately if necessary.

Q. Confirm if a NEPA report, or any coordination efforts with the DNR or other entity are to be included in the A/E scope of work related the Northern Long-ear Bat or other endangered species.
A. Not that we are aware. Tree removal will be preferred to occur per the guidelines, but it is not a requirement.
