Disaster Base Camp Services RFP Summary

This is a Request for Proposals (RFP) issued by Sarasota County, Florida, for the provision of comprehensive disaster base camp services to support deployed emergency responders. The County seeks qualified contractors to provide turnkey facilities and services including climate-controlled sleeping accommodations, full-service food preparation and dining facilities, hygiene and laundry facilities, recreation areas, and communications infrastructure. Services are categorized into four types based on capacity: Type I (up to 1,000 responders), Type II (up to 500 responders), Type III (up to 250 responders), and Type IV (up to 100 responders). Proposals must be submitted through the OpenGov Procurement portal by January 7, 2026. The County anticipates awarding up to three contracts with an initial three-year term. Contractors must be capable of mobilizing and establishing fully operational camps within 48 hours of receiving a purchase order. If presentations are required, the three highest-scoring proposers will be invited to present to the evaluation committee.

Proposers must demonstrate prior experience providing disaster base camp services to a minimum of 500 people across at least two separate incidents, with preferred experience on Category 3 or higher hurricanes and prior work in Florida. Pricing will be submitted using a standardized Pricing Table in OpenGov, with the County retaining flexibility to request individual line items for separate services. The procurement anticipates Federal Emergency Management Agency (FEMA) grant funding, which renders local and American business preferences inapplicable to the award. Contractors must maintain comprehensive insurance coverage including Workers' Compensation with $500,000 employer liability limits, Commercial General Liability with $1,000,000 per occurrence limits, Business Automobile Liability with $1,000,000 combined single limits, and Umbrella/Excess Liability with $5,000,000 limits. Cancellation fees are structured progressively, ranging from 10 percent of pro-rated daily costs for cancellations within 12 hours of purchase order issuance to full daily rates plus one additional pro-rated day for closure notices provided with less than 48 hours' notice.
