1. INTRODUCTION AND OBJECTIVES
The Kenosha County Facilities Division, through the Kenosha County Purchasing Division, is seeking proposals for mechanical design services including HVAC, plumbing, and fire protection repairs, replacements, and upgrades.
Kenosha County Facilities oversees 10 major buildings. They include:
1. Three Jail Facilities
2. Nursing Home
3. Administration
4. Courthouse
5. DA’s Office
6. Human Services
7. Public Works
8. Parking Ramp
Kenosha County Facilities subscribes to a proactive approach to replace assets at end of life and capture energy savings at the same time. As assets reach end of life, budget funds are requested, a spec is created for bidding and the asset replacement work is scheduled appropriately.
Annual budgets for these projects are approximately $900K/year. When projects are larger than that threshold, multi-phase projects/specs are utilized. Project timing is dictated by season as it relates to heating and cooling.
Kenosha County is currently converting our HVAC controls from Trane Summit to Schneider StructureWare. These conversions are typically done as we replace major components.

Cost Proposal
Proposer Name: ____________________________________________________________________________
Submit original plus one copy (Submit in separate envelope within proposal package)
The intent is for vendors to provide a single average hourly rate for mechanical design services for proposal evaluation purposes.
Kenosha County will negotiate a final contract billing procedure as part of the award process. The County assumes (but is open to options) that billing will be blended between activities that will be “time and material” such as troubleshooting or project planning inspections and “fixed fee/hour” for project design, bidding, and project management once a specific project has been identified and approved. The County also assumes that specific project design may have various fees for sub-consultants based on the needs of the project and will negotiate those fees in good faith on a project by project basis.
Average Hourly Rate
(20 Points)
Please also provide a rate sheet including the hourly rates for each classification of employee that would potentially work on this contract. Include a detailed cost structure outlining hourly rates for various personnel/work shifts (e.g. regular hours, after hours, emergency response), a breakdown of expenses, and any proposed alternate pricing methods. This informational pricing and shall be negotiated as part of the contract award process.
Purchasing will score the cost proposals by prorating, with the lowest cost proposal given the highest score.
The formula is as follows: Calculation of points awarded to subsequent proposals will use the lowest dollar proposal amount as a constant numerator and the dollar amount of the firm being scored as the denominator.
This number is then multiplied by the number of points given to the cost section of the RFP, resulting in the cost proposal score.
Lowest Cost Proposed
Constant _ X Maximum Points Assigned to Cost = Score
Other Proposed Cost
Kenosha County is exempt from Federal Excise and Wisconsin Sales Taxes, 77.54(9a)(b) WI Stats.
Kenosha County’s CES number is 008-1020421892-06.
