About this file
This is a Request for Proposals (RFP) from Sarasota County, Florida, seeking a transit service provider for the Breeze Transit system. The RFP seeks a qualified contractor to provide on-demand transit services across three designated zones: Downtown Sarasota/Lido/Longboat, Venice/Englewood, and North Port. Services include curb-to-curb, shared-ride transportation for ADA-eligible individuals, Transportation Disadvantaged program participants, veterans, and the general public. The contract is expected to begin on January 1, 2026, with the selected provider responsible for operating both County-owned and contractor-provided vehicles. The RFP requires proposers to have experience in real-time on-demand transit services and eligibility-based transit services within the past seven years.
The contract will be funded through multiple sources, including the Federal Transit Administration (FTA), Florida Department of Transportation (FDOT), and the Florida Commission for the Transportation Disadvantaged. The contractor will be compensated on a per-vehicle hour basis, with pricing to remain firm for the first two years. The county anticipates a transition from the current dual-provider model to a unified single-provider system using a single software platform. The selected contractor will be responsible for all operational aspects, including staffing, vehicle maintenance, customer service, branding, reporting, and compliance with various federal and state regulations. The county currently provides transit services to community-based programs, with 57,763 trips supplied in 2024, and the contract includes potential future expansion into micromobility options.
