About this file

This is an Addendum and Pre-Bid Meeting Agenda for the Kinross Correctional Facility Buffer Fence and Entrance Gate project, involving the State of Michigan's Department of Technology, Management and Budget (DTMB), Michigan Department of Corrections (MDOC), and Matrix Consulting Engineers. The project involves extending the buffer fence along the east and south sides of the facility, removing the existing entrance gate, and installing a new tube steel entrance gate and fence, per drawings and specifications dated August 28, 2025. The bid due date was changed to Wednesday, October 1, 2025, at 2:00 pm on SIGMA, with a mandatory pre-bid meeting held on September 10, 2025. The contract time includes a Notice-to-Proceed estimated for mid-October 2025, with Substantial Completion targeted by May 19, 2026, and Final Completion by June 18, 2026.

The project includes specific requirements such as using Hydro Excavation for all holes, a $20,000 hydrovac allowance, and a $25,000 project allowance included in the base bid amount. Liquidated damages are set at $250 per calendar day after Substantial and Final Completion. Prevailing wage rates are required, and contractors must obtain a State Project Registration (SPR) with LEO Wage and Hour prior to submitting a proposal. The project encourages the use of Michigan products and environmentally friendly products when possible, and requires a jobsite superintendent to be on-site 100% of the time whenever work is occurring. Bid security of 5% of the Base Bid Price is mandatory, and additional forms such as the Qualified Disabled Veteran Business Representation Form and Certification of a Michigan Based Business Form may be required.
