About this file

This document is a Questions and Answers (Q&A) file for a Request for Qualifications (RFQ) regarding an Architectural and Engineering services project at Vandenberg Space Force Base. The project involves producing a Concept Charrette Report for renovating Building 7050, transforming it into a "Coalition Operations Center" with requirements for administrative offices, operations floor, break rooms, and an auditorium. The current single-story building houses approximately 25 personnel performing administrative and secure operational functions supporting launch operations.

The RFQ seeks qualified Architectural-Engineering firms to submit Standard Form 330 (SF330) documentation, with responses due by 29 April 2025 at 3:00 PM PDT. The contract will be a small business set-aside with a firm-fixed-price, total project completion expected within 225 calendar days after award. Evaluation will focus on five key factors: professional qualifications, specialized experience, capacity, past performance, and local knowledge, with the most highly qualified firm selected to receive a subsequent Request for Proposal. The anticipated contract award is scheduled for around 25 June 2025, with the NAICS code 541330 (Engineering Services) and a size standard of $25.5M.

SPACE LAUNCH DELTA 30

17 April 2025

FROM: 30 CONS/PKA

1515 Iceland Ave

Bldg. 8500, Rm 150

Vandenberg SFB, CA 93437-5212

SUBJECT: Request for Qualification (RFQ) Questions & Answers (Q&A), Project Number

XUMU 252215CR, S4 Reconfiguration Study, Building 7050, at Vandenberg Space

Force Base (SFB), CA 93437-5212

Government responses to Q&As received in response to RFQ posting are shown in RED below.

1. What type of building is building 7050 at Vandenberg SFB? Is it a hanger, maintenance facility, housing/lodging, ops, admin, security, etc.? Which tenants currently occupy the bldg.? We ask so that we can tailor our past performance to our response.

A1. This facility is an administrative and secure operational building containing tenants who support launch operations. The main considerations for relocation are having a space for operations with proper security, having secured & unsecured storage areas where they can keep data, and providing a space where the secured and non-secured sides of the operation can remain hard-wired, but located in separate rooms.

2. Are you able to shed any more light on the current and future uses of B7050 are/will be?

A2. The current use is captured above. The future use of this facility will be an operations center with multiple computer stations which support various liaisons from ally countries.

Beyond computer workstations, this facility is anticipated to include admin space, leisure space, and an auditorium.

3. What type of facility is building 7050, so we can reflect similar projects on our past performance?

A3. Captured in the answers above. Refer to answers A1 and A2.

4. For Specialized Experience Factor 2 and Factor 5 Past Performance, could you clarify the differences between the Section F, 2-page Projects Pages and the 2-page Summary Sheets per project required in Factor 5? I understand that in Factor 2, we are allotted 3 additional pages per project for illustrations/photos and for Factor 5 we are to include

CPARS/PPQs. Just need clarification on what you want to see in the 2-page project page and the 2-page summary sheets.

A4. Factor 2, Section F of the SF330, content shall focus on the specialized experience and technical competence demonstrated by each project provided. Specialized experience and technical experience are defined as previous contracts providing Title I design services similar to the project. Specialized experience pertains to the type, size, volume, budget, and complexity of work previously or currently performed under this project’s scope of work. Specialized experience may also include unique conditions, considerations, or circumstances encountered that are relevant to this project requirement.

Technical competence includes construction and design projects similar in project scope, size, construction features, dollar value, and complexity of that listed in this RFQ.

Similar complexity is considered projects of an operational, construction, or design likeness to the work outlined in the Statement of Work (SOW).

The question received denoted Factor 5 Past Performance; however, Factor 4 is Past

Performance. The Government’s response assumes the question meant to reference

Factor 4 Past Performance. Factor 4, Section H of the SF330, content shall focus on past performance within the past six (6) years of the example projects identified in Factor 2, Section F of the SF330. CPARS or Past Performance Questionnaires (PPQ) must be provided for all example projects discussed in Factor 2, Section F of the SF330.

5. What is the intent of the Program Manager function? Is this to perform the role of

Charrette Facilitator?

A5. The intent of the Program Manger function is to act as the highest authority from the

Architect-Engineer (A-E) firm that we can interface with. It is understood that the A-E firm may have the Project Manager act as the Program Manager. The professional qualifications recommended in the RFQ are not the required team composition, it is a team composition that the Government considers an adequate composition for the subject requirement. Equivalent positions will be considered equally.

6. Is a Spec Writer necessary? Typically for a Charrette specifications are not being developed or provided.

A6. The professional qualifications recommended in the RFQ are not the required team composition, it is a team composition that the Government considers an adequate composition for the subject requirement. Equivalent positions will be considered equally.

7. What is the current use of Building 7050?

A7. This is answered in question 1.

8. What is the proposed use of Building 7050?

A8. This is answered in question 2.

9. We noticed that an architect is not identified as a role requiring a resume. Please clarify that this is an error, and an architect will be required.

A9. Factor 1 will be updated in Amendment 02 to include additional disciplines which may be necessary for the satisfactory completion of this project. However, the professional qualifications recommended in the RFQ are not the required team composition, it is a team composition that the Government considers an adequate composition for the subject requirement. Equivalent positions will be considered equally.

Should the respondent identify an Architect as a professional discipline necessary for satisfactory performance of required services, a resume for this discipline is required.

10. Do you require SF330 resumes for Spec Writer, Contract Administrator, and Clerical?

A10. Factor 1 will be updated in Amendment 02 with additional language regarding resume requirements. Resumes for Draftsman, Technical/Specifications Writer, Contact

Administrator, Scheduler, and Clerical are not required.

11. What is the Estimated Construction Cost of the Renovations to Building 7050?

A11. The Government has not established an Estimated Construction Cost (ECC). The intent of the Concept Charrette Report is to establish a preliminary ECC.

12. Does the Draftsperson need to be licensed? Typically, draft people are not licensed.

A12. A Draftsman is not required to be licensed; however, this individual must have demonstrated qualifications/competency in this discipline through submission of a personal resume demonstrating training and/or certifications in their respective field.

13. On Attachment 2 252215CR_PPQ Template, the box at the top of page 2 references the

Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC).

Should we remove this box before we send out Past Performance Questionnaire (PPQ) requests?

A13. The PPQ template provided referenced the incorrect contracting activity. An updated PPQ template was issued with Amendment 01.

14. Will the United States Air Force (USAF) accept PPQs that have previously been filled out using a different PPQ template?

A14. No, previously completed PPQs using a different template will not be accepted.

Please submit CPARS data or past performance using the provided PPQ template as part of your response to Evaluation Factor 4 - Past Performance.

15. Would it be possible to consider extending the time limit for section F project descriptions from back 5 years to back 7 years?

A15. In accordance with FAR 42.1503(g), CPARS within six (6) years of the completion of performance of the evaluated contract shall be used to evaluate past performance.

Therefore, the Evaluation Factor 2 - Specialized Experience will be updated via

Amendment 02 to the RFQ to “within the past six (6) years” rather than the past five (5) years. Evaluation Factor 4 - Past Performance will also be updated to reflect this update.

16. According to the RFQ, Section E is limited to 15 1-page resumes, however, under

Evaluation Factor 1 there are 16 specified Key Roles, and the listing does not include an

Architect. Additionally, page 4 of the SOW lists at least another 3-4 positions not specified under RFQ Factor 1. No reference is made in either document as to whether one professional may serve in multiple roles. Please confirm:

One 1-page resumes should be submitted for EACH of the following Key Roles stated in the RFQ + an architect (16):

a. Program Manager

b. Project Manager

c. Architect

d. Mechanical Engineer

e. Fire Protection Engineer

f. Civil Engineer

g. Structural Engineer

h. Electrical Engineer

i. RCDD

j. Planner

k. Engineering Technician

l. Draftsman / CADD

m. Technical / Specifications Writer

n. Cost Estimator

o. Scheduler

p. Contract Admin / Procurement Specialist

q. Clerical

A16. The professional qualifications recommended in the RFQ are not the required team composition, it is a team composition that the Government considers an adequate composition for the subject requirement. Equivalent positions will be considered equally.

Amendment 02 will remove the maximum page limit from Evaluation Factor 1 –

Professional Qualifications. Respondents will no longer be limited to a maximum of fifteen (15) pages for this section. However, the one (1) page limit per individual remains.

17. May we also include resumes for the additional Key Roles listed in the SOW including

a. Landscape Architect

b. Interior Designer

c. Graphic Information Systems

A17. Factor 1 will be updated in Amendment 02 to include additional disciplines which may be necessary for the satisfactory completion of this project. Yes, resumes may be included for a Landscape Architect, Interior Designer, and Graphic Information Systems analysts. Amendment 02 to the RFQ will also remove the maximum page limit from

Evaluation Factor 1 – Professional Qualifications. Respondents will no longer be limited to a maximum of fifteen (15) pages for this section. However, the one (1) page limit per individual remains.

18. Increase the maximum page limit for Section E to 19 to allow for the above-referenced

19 Key Roles.

A18. Amendment 02 will remove the maximum page limit from Evaluation Factor 1 –

Professional Qualifications. Respondents will no longer be limited to a maximum of fifteen (15) pages for this section. However, the one (1) page limit per individual remains.

19. Is 1 professional permitted to serve multiple roles (i.e., Contract Admin/Procurement +

Clerical)?

A19. Yes, individuals are permitted to serve multiple roles with the caveat that the individual is qualified and competent within the roles he/she is serving.

20. The SF is given as 32,000; please confirm if Building 7050 has more than 1 floor (how many floors), any elevators, or basement.

A20. Building 7050 is a single-story building with no elevators or basements.

21. Confirm the approximate number of current occupants/units and what roles they perform

(administrative? secured access? technical?).

A21. Approximately 25 personnel occupy this building. The building consists of nine (9) rooms where the occupants perform administrative and secure operational functions that support launch operations.

22. If this is a CCR, is a specifications writer necessary as included in the list of expected disciplines needed?

A22. The professional qualifications recommended in the RFQ are not the required team

23. Are there any known UXO conditions on site?

A23. Building 7050 is located within the cantonment area and thus, no UXO conditions exist.

24. Can you describe how the facility is being used now and how it is going to be used going forward?

A24. This is answered in questions 1 and 2.

25. Regarding this statement under Specialized Experience: “Narratives shall, when possible, be supported with illustrations or photographs of completed projects, with no more than three (3) additional pages of supporting illustrations or photographs.” Is these three (3) total pages or three (3) pages per each of the five projects?

A25. Firms may submit three (3) pages of supplementary illustrations and photographs per project. Refer to the “Evaluation Factors Page Limitations Table” on page four (4) of the Request for Qualification.

26. Given that stamped, sealed documents are not a requirement of a CCR, is it a requirement that our Architects and Engineers be registered in California or work under a California-registered Architect or Engineer? The wording in the paragraph is confusing. Professional

Engineers and Architects aren’t normally referred to as “tradesmen.”

A26. The language in the RFQ will be updated in Amendment 02 to mirror the requirements in Section 1.3 of the SOW, which states, “It is not mandatory, but preferred, that primary technical services shall be performed by individuals who are licensed in

California and credentialed members of architectural, planning, science, and engineering professions. Generally, a credentialed professional (a) is licensed (e.g., registered professional engineer) to practice in the state where a facility is located and (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task to be identified within the contract.”

27. Does the Government really want to review resumes of Engineering Technicians, Draftsmen, Procurement Specialists, and Clerical workers? All things being equal, would a firm that provides a resume for a Clerical worker be rated more favorably than a firm that declines to provide one?

A27. Engineering Technicians of a specified field, yes, specifically for Fire, Civil, and

Structural. Resumes for Draftsmen, Procurement Specialists, and Clerical Worker are not required. Respondents must submit personnel resumes for all professional disciplines deemed necessary for satisfactory performance of required services. The proposed team composition must be captured in Section C and Section D of the SF330. This distinction will be added to the RFQ with Amendment 02. Failure to provide sufficient data supporting professional qualifications may negatively impact an A-E firm’s rating.

28. There is a 15-resume limit for Section E, but there are 16 roles listed. Can you confirm the required roles/resumes?

A28. Amendment 02 will remove the maximum page limit from Evaluation Factor 1 –

Professional Qualifications. Offerors will no longer be limited to a maximum of fifteen

(15) pages for this section. However, the one (1) page limit per individual remains. The professional qualifications recommended in the RFQ are not the required team

29. If “Clerical” is a role you wish to see a resume for, can you clarify the type of qualifications you would like to see for this individual?

A29. A resume for Clerical is not required. The clerical role is assumed to provide administrative support throughout the project. Should another discipline be qualified and capable to perform these duties, this is also acceptable. The professional qualifications recommended in the RFQ are not the required team composition.

30. The RFQ states: “All tradesmen performing work in a trade which has a California AE's license available shall be licensed or under the direct supervision of a tradesman licensed in the trade being performed. Failure to provide sufficient data supporting professional qualifications may negatively impact an A-E firm's rating.” Can you clarify if this means individuals must be licensed in the State of California, or is an equivalent license in a different state sufficient?

A30. See Answer 26. An equivalent license in a different state is sufficient, however, the

A-E is responsible for researching and implementing all applicable codes, standards, laws, etc. that pertain to the project. Refer to Sections 1.3 and 1.4 of the SOW for additional details.

31. Is the overall Section H page limit 12 pages, or can the overall section H include more pages/information?

A31. Refer to the “Evaluation Factors Page Limitations Table”. Section H consists of 3 factors, including: Factor 3: Capacity, which has a 1 page limit, Factor 4: Past

Performance, which has a 2 page limit per project or 10 pages total (2 pages x 5 projects);

however, there is not a page limit on CPARS or PPQs included with this factor, and

Factor 5: Location, which has a 1 page limit.

In summary, Section H is limited to 12 pages in addition to any CPARS or PPQs of which the page limit does not apply.

32. Should Section F include Prime firm examples only, or can we use consultant experience?

A32. Both Prime and Subconsultant experience is acceptable. Respondents must identify their firm’s role (prime or subcontract) for each example project. This update will be reflected in Amendment 02.

33. Can you provide more specific details regarding the "approved requirements" mentioned for the new occupants of Building 7050? This could include functional needs, space adjacencies, specific equipment requirements, or any preliminary programming documents. Are there any specific mission requirements or operational needs driving the renovation?

A33. The “approved requirements” are what will be a product of this charrette. The new occupants have requirements such as admin offices, ops floor, break rooms, auditorium, space, equipment to renovate Building 7050 to become a “Coalition Operations Center”.

The charrette will validate and outline these requirements.

34. Are there any known major utility infrastructure upgrades (electrical, HVAC, sewer, comm) that need to be assessed for this project?

A34. Yes, all major utility infrastructure will need to be assessed in this charrette to determine which upgrades are critical for renovation. Once a firm is chosen, we will guide them to our shop/POCs to provide current insight on how these utilities are maintained and any projected work to be done.

35. Can you confirm if up-to-date surveys for asbestos, lead-based paint, Polychlorinated biphenyls (PCBs), and Underground Storage Tanks (USTs) for Building 7050 are available for use by the selected A-E?

A35. There is an existing survey, but it may not cover all the materials to be disturbed for this project. Coordination with VSFB’s Toxics Managerwill be required to determine what requirements will apply. This coordination will occur during the Request For

Proposal (RFP) stage.

36. Are there any known environmental concerns or sensitive areas on or around the building

7050 site that we should be aware of during our field investigation?

A36. Work Task ID 15112043 will be included in Amendment 02 as Attachment 3. All

Environmental comments and concerns were addressed in the Work Task. Please note, the Work Task is still in coordination. Any work that is not captured in the existing Work

Task, such as additional outside work that could have ground disturbance or vegetation removal, could change the environmental comments and must be coordinated through the

VSFB Environmental Office during project execution.

37. For SF330 format and criteria, Project Management Plan and Quality Assurance Plan are typically requested. Assuming you wish us to include these, how do you wish us to address these in the SF330 submission? Will we have the ability to illustrate in Section

H? And would there be page limit for them?

A37. There is no need to submit a Project Management Plan and a Quality Assurance

Plan at this stage of the acquisition process.

38. We are assuming this is a complete SF330: Part I - Sections A-C, D Org Chart, E

Resumes, F Proj. Descriptions, G Matrix, H additional Info, and I signature, and Part II.

Section A-C and D are not indicated in solicitation.

A38. Yes, the SF330 shall include Sections A-C and D Org Chart. As stated, in the

Request for Qualifications section of the RFQ, “All sections of the SF330 must be completed.”
