About this file
This is Addendum #1 to a construction contract issued by Kenosha County for miscellaneous security upgrades (#2519) at the Kenosha County Detention Center. The addendum modifies the original drawings and specifications and becomes part of the contract documents. Bids are due Wednesday, November 5, 2025 at 1:00 p.m. local time at the County of Kenosha Purchasing Division located at 1010 56th Street, Second Floor, Kenosha, WI 53140, where bids will be opened publicly. The project encompasses security enhancements including bullet-resistant fiberglass paneling, padded cell room construction, sally port door replacement, reception area renovation with solid surface capping and hollow metal windows, fire protection relocation, and access control system coordination. The addendum clarifies specification requirements, addresses framing standards (20-gauge metal studs for non-load-bearing applications), and confirms that the "H" dorm will be emptied during construction to eliminate the need for temporary enclosures. Key construction considerations include temporary sally port door opening security measures, intercom box adjustment to align with new padding systems, and window infill specifications using 8-inch CMU with painting per section 09 91 00.
The general contractor is responsible for obtaining and paying all permits related to on-site construction and for organizing subcontractor bid packages, including the supply of bullet-resistant fiberglass paneling per specifications section 09 29 00. The contractor must coordinate with County IT regarding the existing SGTS access control system and verify that north and south sally port door access controls are removed and reinstalled in-kind without requiring new card readers at the South Sallyport door. Material storage may utilize the H Dorm and Boiler room, while debris removal occurs through the Southwest Sallyport door and West loading dock, with dumpster placement in the East lot behind the building or in front for lobby construction work. All cell furniture, plumbing fixtures, accessories, and cell doors must be delivered to the County for reuse, with coordination required prior to demolition. The County does not anticipate asbestos presence based on facility construction, but contractors must notify the County immediately if unforeseen hazardous materials are encountered, with the County handling remediation under a separate contract. The County Electrician will provide additional power and data to the temporary reception location as needed.

QUESTIONS AND ANSWERS
1. For the bullet resistant fiberglass panels, are these being supplied by a vendor for us to install? Or are we responsible for furnishing and installing of the panels behind our drywall?
a. The general contractor will be responsible for organizing their subcontractor bid packages. The fiberglass bullet proof paneling is required to be supplied per specifications section 09 29 00.
2. Some of the framing notes are referencing 05 41 00 (cold-formed metal framing, which isn’t provided in the spec manual) or “structural stud”. I’m assuming that this is all intended to be 20ga (30mil) framing since none of it is load bearing?
a. Specification section 05 41 00 is not required for the project. However, the stud framing for the lobby construction is required to be 20ga per the sections and details.
3. What are the existing Access Control systems?
a. The existing access control system in the facility is SGTS. The division 27 contractor will be responsible to coordinate with County IT and all existing access control systems as required.
4. Sheet A/200 Demo note #19 Intercom to remain, provide new box to flush with new padding. What exactly is required for this?
a. It will be required to move the box for the intercom in the cell for communication with detention staff. The padding system changes the thickness of the wall system, and the intercom system box needs to be flush with the new padding system and tamper resistant.
5. Are we going to be required to build temporary walls at Cells during construction and if so, what is required?
-2-
a. This will not be required. The “H” dorm will be emptied during construction.
Temporary enclosure will not be required.
6. Removal of Sally Port Doors, it’s going to take one day to remove existing and another day to install new, maybe even more time. What do we need to do to secure these openings during this time?
a. The opening should be temporary secured during the work as to restrict any entry. The Sallyport vestibule is securable, but the temporary opening should not allow any access to this area. G.C. is responsible for the means and methods of constructing this barrier. All temporary barriers are to be coordinated with the County detention staff.
7. Reception Area. Are the countertops on the cabinets and the front desk solid surface or plastic laminate?
a. The countertop over the cabinet area is plastic laminate. Refer to section 3/A402.
8. The existing half wall in the lobby area, are we to remove the wood cap and replace with a solid surface cap?
a. That is correct. See the attached sheet with updated solid surface capping keynotes.
9. Detail 2&3/A402. Window sills what are we to use for this? Would this be drywall or Solid Surface?
a. The window sills are sections 02,04/A402 are to be notes as drywall sills.
10. Will the segregation cell block and day room be emptied of prisoners for the duration of the padded room project or will the contractor be required to construct a permanent temporary wall with access door at the entry of these cells?
a. An access door and enclosure will not be required. The “H” dorm will be emptied during construction.
11. Will the fire protection heads in the proposed padded cell rooms need to be extended?
a. Yes, the fire protection will be required to be relocated to the new surface finish.
12. The north and south sally port doors have different access controls. Please verify that these access controls are to removed and reinstalled in the new detention framing system? See attached photos.
a. The division contractor will be required to remove and re-install the existing conditions in kind. No new card reader is required at the South Sallyport door.
13. The intent of the temporary reception location is that the contractor can have the proposed reception area to complete without additional phasing?
a. That is correct, no phasing is required as part of the project. However, if an area of work is started it needs to remain under construction until complete. A path to the lockers is to be maintained as part of the construction barrier.
14. Will any additional temporary electrical and low voltage be required by the contractor for the temporary reception location?
a. There is power and data in the existing temporary location indicated on A201.
The County Electrician will provide additional power and data if needed.
-3-
15. On Sheet A20, Note #16 stats to infill the window with 8” CMU. Are we to just infill the existing window lite in the existing window frame?
a. The entire window system should be demolished and a new HM window provided per the updated plans attached. The remaining opening should be infilled with CMU to match and painted per 09 91 00.
16. Are contractors required to obtain and pay for permits?
a. The general contractor is required to obtain and pay for all permits related to the on-site construction.
17. Where will the check in desk be relocated during construction?
a. That is correct. Refer to sheet A201 and see questions above addressing power and data.
18. Is there any asbestos in the work areas?
a. Based on the construction of the facility, the County does not anticipate any Asbestos to be present. If the contractor encounters unforeseen hazardous material, they are to notify the County. The County will handle remediation under a separate contract.
19. Clarifying if the County is keeping the cell doors and fixtures.?
a. That is correct. The contractor is responsible to give all of the cell furniture, plumbing fixtures, accessories, and the cell doors to the County for re-use. G.C.
to coordinate with the County prior to demo to confirm that all items desired are saved.
20. Clarify how they will get materials in and construction debris out, and where can tools be stored during construction?
a. H Dorm and the Boiler room toured at the pre-bid can be utilized for the tool storage. The Southwest Sallyport door and the West loading dock toured at the pre-bid can be utilized for debris removal. Coordinate with the County for all debris removal. The dumpster can be stored in the East lot behind the building adjacent to the current dumpsters. If a dumpster is desired for the Lobby construction, a dumpster can be placed in front of the building. However, when the dorm work is being completed, the lobby cannot be utilized for debris removal.
