1. GENERAL SPECIFICATIONS

A. Scope of Contract This Stand Exam Contract has two (2) bid items for Government Determined Plot Size Intensive Common Stand Exam data collection methods which include site and growth tree information, brown transects and monument Plot locations, as well as eight (8) bid items for Quick Plots Fixed Radius and Monument Plot locations. For sites that are PJ only site tree and no growth tree information will be required where site trees are present. Both pinion and juniper trees are not acceptable site trees.

Latitudes and longitudes (Lat/Long) will be collected. Lat/Longs will be collected in the following Projection System: UTM, NAD83, Zone 13N. Other data to be collected, will be Browns transects, ground surface cover, and vegetation composition, based on Common Stand Exam protocols. Items 001 and 002 shall be re-locatable and will require two trees, known as Reference Point Trees (RP Trees) equipped with an aluminum tag (supplied by Gov) marked with the distance and azimuth from tree to plot center. Photos will be taken at all plots in accordance with contract specs.

The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct stand examinations in compliance with terms, specifications, conditions, and provisions of this solicitation.

E. Performance Period

It is anticipated that contract award will be made prior to January 2026.

The estimated starting date is to be determined between Government and Contractor. Work is expected to begin no later than spring of 2026 and completed by spring of 2028 Starting date can be negotiated between the Contractor and Government. Work is estimated to be completed within 720 days of notice to proceed, and shall prioritize Completion of Items 001 and 002 before subsequent items. The Contractor shall be liable for all loss or damage of such Government-Furnished Property delivered to him until completion and final acceptance of work required under this contract.

o Topographic map copies with coverage of location, stands, number of plots to be sampled.

o Appropriate data collection forms. See Attachment-03.

o Instructions for determining Plant Associations or Habitat Types. See Attachment-09.

o One Forest Visitors Map or transportation map. See Attachment-06.

o One copy of the Common Stand Exam Field Guide, (Feb. 2014), with Appendices specific to the Region in which the data is to be collected. See Attachment-04.

o Fuel Model identification guides (Anderson 13 and Scott and Burgan 40). See Attachment-05.

o Aluminum tags and nails.

Solicitation-127EAV26R0002 FY 26 Complete Common Stand Exams SSRP Lincoln National Forest Page 19 of 65

Above Government-Furnished Property will be made available to the Contractor at the pre-work conference.

If aerial photos are provided, they shall be returned to the Government upon completion of the contract. Aerial photographs must be given exceptional care and returned in essentially the same condition as delivered. Failure to do so may result in charges for damage or replacement.

2. TECHNICAL SPECIFICATIONS

A. Stand Examination Instructions

The contractor will locate plots within stands based on a systematic grid distributed throughout each stand. The number of plots and the estimated location of plots for each stand will be provided by the Government. No fewer than the indicated number per stand will be acceptable.

2. RP Trees. The Contractor shall select two trees in each 1/20acre Live Tree Plot as RP trees for the purpose of relocating plots. These trees will be tagged with an aluminum tag provided by the Government. Preferred RP trees are large Douglas Firs which, when triangulated from plot center, form an angle close to 90 degrees. Selecting large trees which are preferred to be left on landscape after potential treatments is more favorable than achieving an angle of 90 degrees.

The Aluminum tag shall be engraved with the following information: Location, stand, and plot number, distance and azimuth FROM RP tree TO plot center. Example: RP1,4470200 plot 1, 6.2’ @247deg to. Distances measured for RP trees and Off Plot Site Trees shall be in tenths of feet.

Tag shall be secured to tree at base with aluminum tags and nails provided at pre-work conference.

The Contractor shall document the reference tree on the tree data sheet under the remarks section for that tree with the distance and azimuth to plot center.

3. To facilitate inspection, the Contractor shall securely tie flagging at eye level on each plot center or near plot center.

Crossing over stand boundaries and installing plots in the wrong stand shall result in rejection of data. When a plot has been relocated, the Contractor shall remove the flagging from the miss-located plot.

4. The Contractor shall identify sample plot centers with a government provided metal stake and aluminum tag. Sample plot center markers shall be firmly driven into the ground and will contain the following information etched into the aluminum tag: Location, stand, and plot number, for example, 4470200 plot 1.

Upon inspection, the center point of the marker where it intersects the ground shall be used as plot center.

B. Survey Technique

Hand compass (adjusted to a declination of 12 degrees EAST) and GPS units will be used to locate and establish plot centers. Data provided will be in LNF Projection of UTM, NAD83, Zone 13N.

Acceptable error is +/- 10% distance or azimuth error of +/- 5° between each plot. Recurring errors in location of sample plots greater than the acceptable error shall make the stand survey unsatisfactory and relocation of sample plots and remeasurement shall be required.

Solicitation-127EAV26R0002 FY 26 Complete Common Stand Exams SSRP Lincoln National Forest Page 20 of 65

C. Recording Instruction

Data may be collected hard copy on provided forms or via a PDR. The government will provide Exams PC templates for each project during pre-work conference. Contractor will be responsible for providing PDR, tablet or other method by which to enter data and will provide government with files on a pre determined basis.

D. Qualifications

The success of this field inventory is dependent primarily on the Contractor's professionalism and expertise. It is necessary that the Contractor's staff meet certain standards. A crew can consist of one or more individuals. Minimum technical qualifications are specifically defined as follows:

1. Each crew must have a crew leader with undergraduate courses in mensuration, tree identification, plant identification, silviculture, and ecology and three months prior experience collecting data for Forest inventory or vegetation classification.

2. Each crew leader must also have the additional following minimum qualifications:

a. Proficient in the interpretation of topographic maps.

b. Knowledge in the use of hand held compass, GPS unit, pacing, and map measurements.

c. Ability to accurately identify Southwest tree, shrub, forb, and grass species needed for identifying local habitat types.

d. Knowledge of rating tree defects and parasitic plants.

e. Knowledge of common forest insect pests and diseases.

f. Familiar with habitat typing.

g. Proficient in the use of forest measurement equipment.

Specific technical experience may be substituted for a given educational requirement.

The Contractor shall designate crew leaders for each crew. The crew leader shall be the individual responsible for ensuring plot measurements are taken in accordance with the accuracy standards.

The Contractor, by signing an offer, agrees to use only personnel meeting these qualifications for performance of the work specified herein. The Government reserves the right to make determinations of employees' qualifications and any employee who does not meet the above described qualifications may be requested to leave the worksite with the contractor responsible for the re-collection and resubmitting any data supplied by that employee.
