Sources Sought Notice (SSN) Next Generation RADAR (NEXRAD)
High Power Pulsed Radio Frequency Amplifier (Klystron)
This Sources Sought Notice (SSN) is not a Request for Proposal and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10, to identify small business sources capable of performing the key criteria listed below. All information submitted in response to the Sources Sought Notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided the Government. Proprietary information submitted should be marked appropriately. The Government may use the responses to determine if set-aside opportunities exist and assess tradeoffs in the best interest of the Government. The North American Industrial Classification System (NAICS) Code is 811210, Electronic and Precision Equipment Repair and Maintenance. The anticipated period of performance will be for five years, from time of award in 2025 through 2030.
The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), on behalf of the National Weather Service (NWS), National Reconditioning Center (NRC) has a requirement to support the Next Generation RADAR (NEXRAD) High Power Pulsed Radio Frequency Amplifier (Klystron).
Introduction & Background This requirement is for a contractor to furnish the necessary personnel, material, equipment, services, and facilities to perform Klystron evaluations and repairs. The NEXRAD radar transmitter uses a high power klystron amplifier to produce the radio frequency (RF) pulses used to detect weather data. Two versions of klystrons are used in the National Weather Service’s NEXRAD radar transmitters: the Litton (now L-3 Communications) L-5782-20 and the Communication and Power Industries (CPI) VKS-8287(A). These klystrons conform to National Weather Service specification (Drawing) 1213614 Revision C. The National Weather Service’s National Reconditioning Center (NRC) is the centralized depot repair facility for all nationally supported NWS equipment utilized to support the NWS mission of protecting life and property through weather forecasts and warnings. As such, the NRC is responsible for the depot repair, reconditioning, and inspection of all types of equipment and parts. The NRC accomplishes its repair and reconditioning mission through a combination of in-house repairs and through repairs accomplished by commercial repair contractors. All repaired parts, whether in-house or contractor repaired, placed in NOAA/NWS stock, are inspected for acceptance or rejection by the NRC’s Technical Inspection & Material Reception Branch.
Place of Performance Units will be shipped to and from the NRC, 14200 Merritt Road, Grandview, MO 64030, but the repair and refurbishment of the Klystron units will be performed at the Contractor’s facility.
Response Requirements Please provide a written response which adequately demonstrates your relevant capabilities to provide the following key criteria:
1. Provide your relevant capabilities to repair and refurbish Klystrons detailed in the attached “DRAFT” statement of work (SOW). The description can include product literature, color photographs, specifications, etc.
2. Provide any other relevant information not specifically mentioned in this SSN that your company feels would be beneficial to the Government to consider in finalizing its market research and acquisition strategy.
3. Provide evidence that your company has been reviewed and certified by the NWS Radar Operations Center (ROC), or NRC to perform repairs on this equipment.
4. Please provide your company profile:
• Provide your company name and address as listed in System for Award
Management (SAM) with your Unique Entity ID if registered (12-character alphanumeric ID assigned to an entity by SAM.gov). The website can be accessed and utilized free of charge at https://sam.gov/content/home. Provide a primary and secondary point of contact information (Name, Title, Phone and Email)
• Small Business Administration (SBA) certified small business concern status, and economic status (if applicable), in relation to NAICS code 811210
Government Point of Contact Interested vendors are invited to submit an electronic copy of their response to Janet Hadley, janet.hadley@noaa.gov and Kevin Buum, kevin.j.buum@noaa.gov no later than 2:00 PM EST on April 4, 2025. Information received in response to this notice will be considered solely to conduct informed decisions regarding the potential procurement strategy of this requirement.
Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
All contractors doing business with the acquisition office must be registered with the System for Award Management (SAM). No award cannot be made unless the vendor is registered and active in SAM.
