About this file
This document is a GSA Limited Source Justification for ServiceNow software license renewals for the United States Indo-Pacific Command (USINDOPACOM). The procurement will be conducted as a firm fixed-price order against the Department of Defense Enterprise Software Initiative (ESI) Blanket Purchase Agreement with Carahsoft Technology Corp. The license renewal covers multiple ServiceNow products for the period of 16 July 2025 to 15 July 2026, including licenses for Strategic Portfolio Management, HR Service Delivery, App Engine Enterprise, Agile Team, Integration Hub, FedRAMP Premium, AI Search, Impact Guided, Restricted Environment modules, IT Service Management, and Business Stakeholder User licenses.
The justification emphasizes ServiceNow's unique platform capabilities, including its ability to integrate with various on-premise and cloud-based applications with minimal coding, and its artificial intelligence and machine learning features. USINDOPACOM has invested significant resources in developing and training personnel on this specific platform, and market research indicates no known competitor products can fully replace ServiceNow without incurring additional development and training costs. The order will be awarded through the DoD ESI, which promotes Enterprise License Agreements that provide favorable terms and pricing for commercial software, with the contracting officer determining the order represents the best value to the government based on pricing.

The ServiceNow platform is unique, as it is designed to integrate with most on-premise, cloud-based applications, and data sources with little to no coding using Out-of the-Box (0 0TB) Application Program Interlaces (APls) that provide a set of routines, protocols, and tools for building software applications. The dexibility of the ServiceNow tool sett o integrate disparate, legacy systems, which are predominant across the DON, is a specialized functionality that is a key benefit to the Government because it allows the Government to maintain or improve the quality of information that was previously accessible through these various data sources. ServiceNow also implements unique artificial intelligence and machine learning algorithms that provides the ability to ensure the quality of the data is exceptional.
The Agency has a continuous need to retain usage of the ServiceNow software. Software l icenses can only be provided by the manufacturer or the manufacturer's re sellers with respect to proprietary rights.
Additional information/any other facts supporting the use of l imited source(s) including a demonstration of the proposed contractor's unique qualifications to provide the required supply or service
USINDOPACOM invested significant resources both organic and non-organic to develop this requirement to meet our needs for IT management HR support, and workdow processing. These efforts continued over the past year, and included the training of assigned personnel. Use of other product(s) would incur additional costs, time, and training to implement and would hamper the mission goals for the aforementioned requirement areas.
Based on current market research, it has been determined that only the aforementioned brand name product(s) and/or product support, ServiceNow, can fully support the Government's need timely. No known competitor functional replacement products exist in the market at this time to meet the Government's need timely, and without incurring additional costs for development, and training.
6. Description of Efforts Made to Solicit Offers from as Many Offerers as Practicable, including a Description of Market Research conducted among schedule holders, the results, if applicable, and a List of Interested Sources, or a statement of the reason market research was not conducted.
Initial market research included gathering data from previous acquisitions, reviewing current contracts, internet searches, reviewing catalogs and other contractor literature, contacting the manufacturer and authorized resellers, conducting internal discussions, reviewing existing Government-wide acquisition contracts, and determining potential sources.
However, in accordance with DFARS 206.7402, departments and agencies shall fulfill requirements for commercial software and related services, through DoD ESI Agreements. The DoD ESI also promotes the use of Enterprise License Agreements (ELAs) that allow DoD organizations to obtain favorable terms and pricing for commercial software and related series. Almost all the DoD ESI Agreements and BPAs awarded against the FSS, utilize the buying power of the Do0, these Agreements have secured discounts below the GSA Schedule and more favorable terms and conditions.
7. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome Any Barriers that led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services Is Made.
For the reasons set forth in Paragraph S and 6, the agency has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, an assessment of whether competition for future requirements is feasible will be examined.
6. Determination of Best value Consistent with FAR 6.404(d)
This single award BPA will be established using the procedures outlined in FAR 6.40S-3(c)(1 ). Best value will be determined based on price. BPA pricing shall be less than or equal to the price for the same products and services in the BPA. The contracting officer concludes that the order represents the best value to the Government.
