About this file

This is a Request for Proposals (RFP) issued by Hillsborough County Public Schools (HCPS) for Commercial Plumbing Services for their Student Nutrition Services (SNS), soliciting bids from qualified firms to provide comprehensive plumbing services across 57 school cafeterias. The project involves removing existing boiler systems and replacing them with independent tankless water heaters and 80-gallon electric/gas commercial water heaters with recirculating pumps, requiring contractors to complete all plumbing-related tasks while ensuring compliance with safety regulations and codes. The RFP was broadcast on February 18, 2025, with technical questions due by March 4, 2025, and proposals due on March 18, 2025. The initial contract term will begin upon board approval and automatically renew for up to four additional one-year periods, with an estimated award date of May 6, 2025, and an estimated start date of May 7, 2025.

The contract has an annual budget of approximately $1,000,000, with payments generally based on actual labor and materials used. HCPS may contract with up to three assigned vendors as "primary" vendors across three geographical areas: West, Central, and East. The evaluation process will use a 100-point scoring system, with 30 points for scope of work understanding, 30 points for qualifications and experience, and 40 points for cost/value. Minimum qualifications include three years of relevant experience, authorization to do business in Florida, E-Verify compliance, and appropriate insurance coverage. The solicitation includes federal funding compliance requirements and provides potential preference for small and local businesses in the event of tied proposals. Contractors must maintain specific insurance coverages, comply with workers' compensation regulations, and adhere to various federal and state regulatory requirements.
