Washington Hop Commission Sole Source Award Legal Notice

The Washington Hop Commission contemplates awarding a $34,250 sole source contract to Bryant Christie Inc. for a twelve-month period to seek the removal of India’s medicinal use restriction on U.S.

hops.

Bryant Christie Inc. will provide services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below:

• Continue engagement with USDA-APHIS, the U.S. Embassy, importers, trade association, and end-users in India regarding the medicinal use restriction to monitor the trade situation for shipments of U.S. hop pellets to India. Engage USDA-APHIS as needed to address issues with certification, export, or importation into India.

• Engage with Indian hop importers and brewers to better understand their concerns regarding missing Maximum Residue Levels (MRLs).

• Develop petition papers/materials to support coalition engagements with the Indian Government, the case for the removal of the medical use restriction, and/or a current or potential MRL system.

• Explore potential consultants who work in the pesticide industry to identify a group that could seek MRLs in India as needed.

• Investigate whether an import tolerance application system is established and if not, pursue steps for India to adopt Codex MRLs, if possible.

• Engage with CropLife India, the registrant organization that works on pesticide MRLs in India, to better understand the Indian MRL system.

• Retain the services of an in-country firm to support efforts to remove the medicinal end use requirement and investigate a current or potential MRL system.

• Periodic issue updates and project status reports delivered to the contract manager, as necessary to meet any grant reporting requirements and U.S. Hop Industry Plant Protection Committee meetings (twice yearly, in January and July/August).

Bryant Christie Inc. will produce the following written deliverables:

• Issues update newsletters to provide progress updates to the hop industry on a semi-annual basis.

Bryant Christie Inc. was selected for sole source contract award because it has managed this program on behalf of the hop industry for 4 years and has specific expertise in the areas of international barriers to trade. The contractor has expertise in the subjects and requirements of this program, and a well-established network of contacts within the various government agencies that are the target of this project.

The contract will be issued on or about January 10, 2025.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet these requirements by December 26, 2024. In the absence of other qualified sources, it is the Washington Hop Commission’s intent to make a sole source award of the contract.
