About this file
This document is a Request for Information (RFI) for the US Bankruptcy Court – Santa Ana Division Network Upgrade Project. The project involves a comprehensive network infrastructure upgrade, including cable installation, demolition, and wireless access point implementation. Key requirements include working only during non-court hours (outside 7:00 AM to 6:00 PM Monday through Friday), using Cat6A cabling with specific jack color coding (white for data, yellow for private wireless, green for public wireless), and coordinating all work phases with court IT staff to ensure continuous network operations.
The project is anticipated to take 90-120 days, with a contract award expected in late September. The RFQ deadline is firm on 9/10/25, and no time extensions will be granted. Contractors must provide a full-time employee with RCDD certification, coordinate access with court security personnel, and be responsible for removing/reinstalling furniture as needed. The court will provide a staging area for materials, and all work must be completed during nights and weekends. Wireless access points will be provided by the court, with installation to be completed by the contractor. No liquidated damages are included in the contract terms.

Outside of those hours, it is at the vendor’s discretion to determine the work schedule, provided all contract requirements are met, and applicable access protocols are followed.
This includes evenings, nights, and weekends.
If you anticipate any work occurring during non-standard hours (e.g., overnight or on weekends), please ensure this is clearly communicated in your project plan and coordinated in advance for access and security purposes.
Blackout dates will be discussed in the kick-oƯ meeting.

At no time can this network be oƯline during the normal business hours of 7:00 AM – 6:00 PM, Monday through Friday. During the bidding phase the contractor should submit a phased sequencing document for review with the bid. After final award the phased sequencing document will be finalized in conjunction with the court IT staƯ. This phased sequencing document should allow the court to maintain normal day-to-day operations. At no time should the normal function of the court network be down. All work is intended to be completed at night and weekends.”
13. Can you ID the Aps and Data drop that are Public and Private?
The only public and private locations are wireless access points. The drawings indicate the public WAP locations are green and the private WAP locations are yellow. See sheet ET001 for information.
