About this file

This document is an Award Recommendation from the Michigan Department of Technology, Management & Budget (DTMB) Procurement office for two drug and alcohol testing service contracts. The Request for Proposal (RFP) No. 250000002135 sought providers for: 1) Statewide Third-Party Administrator (TPA) Services for Drug and Alcohol Testing of State of Michigan Employees and Pre-Hire Applicants, and 2) Off-site Reference Laboratory Urine and Saliva Screening and Confirmation Services for Michigan Department of Corrections (MDOC) Prisoners, Parolees, and Probationers. The RFP was posted on April 15, 2025, with proposals due by April 29, 2025. Multiple bidders submitted proposals, with the state recommending awards to First Hospital Laboratories, LLC (dba Vault Workforce Screening) for the TPA services at $1,570,719.00 and Abbott Laboratories (dba Redwood Toxicology Laboratory) for the MDOC laboratory services at $462,766.50. The contract term is three years, with up to five renewal options.

The evaluation process involved a Joint Evaluation Committee that assessed technical criteria including project scope, service requirements, staffing, and company background. Bidders were scored on a 100-point scale, with Vault Workforce Screening scoring 93 points for the TPA services and Redwood Toxicology Laboratory scoring 90.3 points for the MDOC services. During negotiations, bidders were asked to provide pricing clarifications, resulting in slight reductions in overall bid amounts. The state's selection criteria emphasized best value, considering factors such as technical evaluation scores, competitive pricing, proven experience, and established collection site coverage. The overall economic impact to the State of Michigan was considered but was not a determinative factor in making the awards.
