About this file
This is a Notice of Intent to Negotiate (ITN) document from the Michigan Department of Natural Resources (DNR) involving a single-source procurement for the Fishing Activity and Catch Tracking System (FACTS). The DNR seeks to establish a direct multi-year contract with Electric Edge Systems Group, Inc. (EESG), a Canadian-owned company, for maintenance and enhancements of the state-owned DNR customized code within the FACTS application. The solicitation was issued on 4/8/2025, with questions due by 4/10/2025 at 12:00 pm EST and potential alternative vendor responses required by 4/16/2025.
The procurement is structured as a transition from an existing annual Purchase Order under the Michigan Master Computing Program (MMCP) to a new direct contract. The ITN includes comprehensive vendor qualification requirements covering company background, veteran-owned business status, economic impact, labor law compliance, and various state certifications. The intended procurement is classified under commodity code 98574 for General Software, with EESG being the sole identified source. The document provides a detailed vendor questionnaire that prospective bidders must complete, covering topics such as company information, diversity programs, tax compliance, and authorization for the state to verify submitted information.
