About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Commerce involving a Neustar Software License Subscription for GeoPoint IP Intelligence. The document outlines a single-source procurement for a 13-month software license and maintenance subscription from June 1, 2025 to June 30, 2026, with an estimated dollar amount of $123,500.00. The procurement is specifically for the Fraud Initiative Rules and Rating Engine (FIRRE) project, which supports the Reemployment Assistance Claims and Benefits Information System (RECONNECT), and was recommended and funded by the U.S. Department of Labor.

The justification for the single-source acquisition centers on Neustar, Inc. being the sole proprietor and software developer of the GeoPoint GeoDirectory-Detect Fraud-Gold software, which provides a comprehensive Internet Protocol (IP) Intelligence tool for identifying claimant geographic location, network, and contextual data. The software is uniquely embedded into the RECONNECT system and interfaces in real-time using web services and application programming interfaces. Commerce staff will use the software to flag suspicious transactions and conduct reviews and investigations, with Neustar confirmed through market research as the only company offering this specific database operation in the state of Florida.

database allows for more upfront methods of fraud detection based on the internet delivery service for the Reemployment Assistance Claims and Benefits Information System, also known as RECONNECT, that went into effect October 2013. On a nightly basis, FIRRE evaluates claims using the certification from the Neustar software.

$123,500.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Neustar, Inc., is the sole proprietor and software developer of the GeoPoint GeoDirectory-Detect Fraud-Gold software, which provides a complete Internet Protocol (IP) Intelliegence tool for identifying a claimant's geographic location, network, and contextual data for any IP address, as well as for those claims being filed from proxy IP addresses (including VPN). FIRRE interfaces with this software in real time using web service, application programming interface (API) as well as an on premise geo-directory server (in the event on-line service is down). Commerce staff use the data collected by this software to flag suspicious transactions and to conduct reviews and investigations. The GeoPoint software has been embedded into the RECONNECT system for FIRRE, and there are no known authorized resellers or companies who can provide this exact service nor is there an available software that can perform at the same required level for the daily operations of FIRRE. The vendor has provided a letter that states it is the only company who offers this database operation in the state of Florida (State). This was later confirmed through market research for GeoPoint GeoDirectory that Neustar, Inc., is the only company that offers this product in the State.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Lori Jones, Government Operations Consultant III – Contract Manager Tina Peacock, Senior Management Analyst Supervisor Greg Turral, IT Finance and Administration – Supervisor Paul Forrester, Chief Information Officer Andrew Collins, Purchasing Director/Strategic Sourcing Director
