About this file

This document is a Brand Name/Sole Source Justification under $250K for the Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD). The procurement involves a Keysight Technologies FieldFox N9917B handheld spectrum analyzer for RF device testing, valued under $250,000. NSWC PHD requires a portable, battery-powered analyzer that can withstand tough working conditions, with specific needs including ruggedization, environmental protection, and ability to operate in harsh shipyard environments.

The justification explains that the Keysight FieldFox is the only analyzer meeting their precise requirements, such as being completely sealed, IP53 rated, operating in high temperatures, and lightweight for navigating confined ship spaces. Market research was conducted via a Sources Sought posted to NASA SEWP and SAM.gov from 03/28/2025 - 04/07/2025, which received one response on NASA SEWP and three responses on SAM.gov. The contract specialist determined no other manufacturers' analyzers meet the technical and physical characteristics needed, justifying a sole source procurement under 10 U.S.C. 2304(c)(1) with Keysight Technologies.

Text version

NSWC PHD’s current spectrum analyzer weighs approximately 40lbs and has to be carried up and down the mast multiple times during the various testing periods which can be a potential safety hazard to the technicians and those around them. Furthermore, NSWC PHD’s current spectrum analyzer does not operate properly during harsh industrial environments including inclement weather conditions. The updated Keysight branded FieldFox model will provide easier transport around the ship including confined spaces, it is able to operate in harsh environments including the various weather conditions.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:

The FieldFox meets our testing requirements for insertion loss for the frequency range of the combat systems equipment during testing. This unit provides portability and ruggedness that support the harsh industrial environments associated with shipyard testing that other brands and models do not provide. The Field Fox is completely sealed with no vents, meets IP53 requirements for protection against dust and moisture and works in high temperature ranges. The unit is compact and light weight which is essential for the ship building environment of climbing up and down masts and tight spaces. Featured Highlights include but are not limited to: Bright, low-reflection display and back lit keys enable easy viewing in direct sunlight or darkness;

Rechargeable Li-ion battery last up to 4 hours; Specially designed to protect instrument from damage due to drops, shock or other external impacts; Water-resistant chassis, keypad and case withstand wide temperature ranges and salty, humid. Without the Keysight Field Fox analyzer, the ability to accomplish testing of insertion loss and VSWR for onboard transmission lines and antennas would be severely limited. Other researched models do not provide necessary options of portability, battery, and ruggedness that are essential for testing in a shipyard industrial environment. The main issue is the portability of other manufacturers analyzers. Other manufacturers do not meet the bulkiness, battery operation, ruggedization, dust and environmental protection requirements. Although some other brands offer lightweight battery-operated portable models, these models do not meet the required ruggedization needed for a shipbuilding environment. No other brand researched provides the portability and battery power needed. NSWC PHD cannot qualify other brands because no other acceptable models researched meet the requirements.

Market Research Conducted:

NSWC PHD researched and found that they met the requirement for frequency range, test functionality and battery backup, but none match the portability and ruggedness requirements needed for on board shipboard testing. As stated above, to qualify and use another brand of equipment we would need to be able to identify a piece of equipment that meets both technical and physical requirements. Although other competitors have options that meet the technical requirements, they fall short when it comes to physical characteristics. The Keysight FieldFox is the only equipment found during research that meets the size, battery operation, environmental protection, and ruggedization requirements needed for a shipboard environment.

Contract specialist posted a Sources Sought to NASA SEWP & SAM.gov from 03/28/2025 – 04/07/2025 and received one response on NASA SEWP and three responses on SAM.gov from capable vendors.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
