About this file

This document is a Brand Name Justification under $250K for the Naval Sea Systems Command (NSWC PHD), specifically requesting the procurement of Timken bearings for U.S. Navy ships. The document details the acquisition of three specific Timken bearing types (2MM9116WICRDUL, 2MM9121WICRDUL, and 2MM9126WICRDUL), each in duplex pairs filled with Micropoly MPI-0779, totaling 80 sets. The justification emphasizes that these Timken bearings are the only brand capable of effectively interfacing with Optical director azimuth and elevation drive assemblies, meeting unique shipboard operational requirements specified in MIL-STD-130.

The document provides extensive technical rationale for sole-source procurement, highlighting that changing bearing brands would require a complete redesign of optical sights, potentially costing $8,000,000 and causing a two-year delay in fleet modernization. Market research conducted through Haystack, FEDMALL, and GSA Advantage confirmed that FSS and GSA vendors cannot provide the duplex bearing sets with full Timken warranty within the required timeframe. A sources sought notice posted on SAM.gov received one response, which was deemed unacceptable. The Contracting Officer, Brian A. Carpenter, approved the solicitation on 04/29/2025, authorizing procurement under 10 U.S.C. 2304(c)(1) for a single responsible source.

Brand Name Justification under $250K

PID Number: 25-SIMACQ-D60-0001

Department: D64

Company Name/Brand: Timken

Description of Product, Supplies or Services required to meet the agency’s needs:

NSWC PHD requires the purchase of authentic TIMKEN bearings. These Timken bearings are necessary hardware components for onboard U.S. Navy ships.

Specifically, NSWC PHD requires the following:

1) Bearing, TIMKEN Description: 2MM9116WICRDUL 40 sets

DUPLEX PAIR FILLED WITH MICROPOLY MPI-0779 (SPECIAL FILL & CARVING).

ONE BEARING FILLED PER SET

2) Bearing, TIMKEN Description: 2MM9121WICRDUL 20 sets

3) Bearing, TIMKEN Description: 2MM9126WICRDUL 20 sets

Identification of Justification Rationale:

The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are “direct replacement(s)” parts/components for existing equipment.

Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency: IAW FAR 6.303-2(b)(4).

Identification of the Justification Rationale Explained:

TIMKEN Duplex bearings are a necessary hardware component for

These TIMKEN bearings are currently in use aboard U.S. Navy ships and are an approved item listed on the Source Drawing 071467_B, since this brand of bearings meets the unique shipboard operational requirements in accordance with MILSTD-130. Specifically, TIMKEN bearings are the only brand of bearings that can effectively interface with Optical director azimuth and elevation drive assemblies and work efficiently with the ships’ Optical Sight director and Electro Optical Sight director. In fact, the Optical Sight Directors were designed to 0.34 inch size diameter to specifically meet the size of a TIMKEN bearing with a Duplex set and POLYMETRIC filled interior in order to be sealed and not allow contaminants into the electrical portion of the director. The TIMKEN bearings movement resistance was tested in order to determine foot-pounds of pressure from azimuth and elevation drive motors to meet resolver speed changes and input for speed control, all the while maintaining a seal while in motion.

Therefore, since any newly procured materials must be approved items listed on the configuration in order to maintain continuity of hardware equipment capabilities during overhaul and refurbishment of material and since the TIMKEN bearings are the only brand of bearing that can effectively interface with Optical director assemblies, the TIMKEN brand is the only brand that can meet NSWC PHD’s requirements.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:

TIMKEN brand DUPLEX POLYMETRIC bearings were chosen and tested during environmental testing and development and were approved to be used by Source Document 071467 meeting the unique requirements to operate in a shipborne environment and maintain a seal and actively function at required speeds and torque drive specifications. Based on this testing and approval, documentation and maintenance procedures were created to use these specific bearings when replacing lower than the Lowest Replaceable Unit (LRU) during overhaul and refurbishment. Therefore, a change in brand of Duplex bearing sets would not only require a change to the Source Document 071467 drawing but also to the entire line of support documentation. Further, since the OEM of TIMKEN’s bearings are the sole source for the Optical Sights, the OEM will only authorize the use of TIMKEN branded bearings during overhaul and refurbishment. In other words, using another brand of bearings would result in the OEM removing the unauthorized bearing sets, replacing them with TIMKEN branded bearing sets to ensure the bearings and Optical Sights effectively interface, and charging the Navy for the replacement costs.

Therefore, to avoid this recurring duplication of cost, NSWC PHD would need to change the Optical Sight manufacture or bearing model which would require a complete redesign of the OE to ensure it works with the different azimuth and elevation drive assemblies for and directors. Specifically, utilizing a new brand of duplex bearings would require ordering a first article unit, testing the new unit with the LRU at Test Site, rewriting/reworking the Engineering Change Proposal (ECP) and then ordering the new parts.

This entire process would result in a substantial duplication of cost of $8,000,000 that will not be recovered through competition. It would also result in a substantial delay in the overhaul and refurbishment process of approximately 2 years. This 2-year delay is unreasonable as it would impact fleet installation and modernization schedules since without these duplex bearings, the fleet cannot perform necessary safety of navigation, live gunnery events, self-defense, target identification, target tracking, battle damage assessment, and NAVAL SURFACE FIRE SUPPORT. This would affect US Navy
