FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.
Naval Surface Warfare Center, Port Hueneme (NSWC PHD)
2. Description of the Action Being Approved.
NSWC PHD requires a firm-fixed price sole source contract with Raytheon for the TacLink 3310 Modem and accessory cable assemblies to support new design of interface with shipboard radio room equipment.
3. Description of Supplies/Services.
NSWC PHD requires the following items:
Tactical Link (TacLink) 3310 Modem: a programmable 2-channel multipurpose device that is capable of communicating with a wide range of tactical communications equipment.
Host Interface Cable, USB/Ethernet: Cable assembly accessory that provides both USB and Ethernet interface to the TL3310 modem. This cable assembly is specific to this modem and cannot be purchased off the shelf.
Glenair 19 Pin Cable, SINCGARS: Cable assembly accessory that adapts the TL3310 Modem’s 19-pin tactical communication connectors to 6-pin radio communications connectors. This cable assembly is specific to this modem and cannot be purchased off the shelf.
The TacLink Modem and cable assemblies are required as part of the interface with shipboard radio room equipment. This procurement is required to meet customer needs for ships under new construction and lab replacements to meet current configuration.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency; IAW FAR 6.303-2(b)(4).
