About this file
This document is a Justification and Approval (J&A) for a sole source contract issued by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The contract is with Raytheon for the TacLink 3310 Modem and specific cable assemblies to support interface with shipboard radio room equipment. The procurement includes a programmable 2-channel multipurpose TacLink 3310 Modem, a host interface cable with USB/Ethernet capabilities, and a Glenair 19-pin cable for SINCGARS radio communications, which are specific to the modem and cannot be purchased off the shelf.
The J&A explains that the current TacLink 2000 modem is obsolete, and the Technical Design Agency (TDA) determined the TacLink 3310 as the most suitable replacement. Market research was conducted using GSA Advantage, Google, and other platforms, but no alternative vendors were found. The contract is justified under 10 U.S.C. 2304(c)(1) as the required items are available only from Raytheon. The procurement is necessary to meet customer needs for ships under new construction and lab replacements, with potential delays in delivery risking missed modernization deadlines.
