About this file

This document is a Brand Name Justification under $250K for the Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD), seeking to procure Intel branded Central Processing Units (CPU), specifically the i9-13900K or i9-13900KS models. The procurement is for specialized computing hardware with specific technical requirements, including at least 22 cores, 30 threads running at 4.2GHz, supporting DDR5 memory, and capable of continuous operation for 3 months with only active air cooling.

The justification explains that these specific Intel CPUs are the only ones capable of meeting the precise configuration needs without requiring additional hardware modifications or configuration development. Market research was conducted through NASA SEWP and GSA eBuy, which yielded multiple quotes, and a Sources Sought notice received 16 responses from capable vendors. The document emphasizes that alternative CPU brands would necessitate expensive additional hardware purchases and potentially cause system damage. The procurement is time-sensitive, with a requirement to have the system operational prior to February 2026 to meet fleet operational needs. The NSWC PHD Contracts Office commits to continuing market research to potentially expand vendor competition in future procurements.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:

As stated, the Intel branded i9-13900K (or i9-13900KS) is the only CPU capable of meeting the size, power, speed, and other requirements without the need for additional configuration development, alterations, or add-ons. If NSWC PHD were required to utilize a different brand of CPU, since no other CPU can both meet the requirements stated above while fitting seamlessly within the hardware’s LGA 1700 socket, NSWC PHD would need to procure additional, more expensive, add-on hardware such as a replacement motherboard, cooling system, and power supply to ensure the alternative brand of CPU properly functioned and/or would need to engage in further development of the configuration to make the alternative CPU fit within a new socket. Without a properly functioning and fitting CPU, both the CPU and Motherboard within the will be damaged and require additional extensive repairs that have to be outsourced outside of the government. Therefore, the use of another brand of CPU would result in a substantial duplication of cost of approximately the cost of the Intel i9 CPU that is not expected to be recovered through competition and a delay of over 6 months. This delay would be unreasonable since the system must be procured, installed, and operational prior to February 2026 to meet fleet operational needs and ensure proper execution for NSWC PHD’s customers.

Market Research Conducted:

Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to obtain pricing information and obtain product availability. We looked at product, price, and availability information for all required items from all mandatory sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.

Procurement specialist posted a Request for quote to NASA SEWP (12/09/2024 - 12/19/2024) which provided 2 quotes and GSA eBuy RFQ (12/04/2024 - 12/13/2024) which provided 13 Quotes.

Contract specialist posted a Sources Sought to GSA from 05/20/2025 – 06/02/2025 and received 16 responses from capable vendors.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
