About this file

This is a Brand Name Justification document for the Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD), seeking to procure specific SuperMicro computer hardware components for a naval simulation tool. The required items include SuperChassis 842TQC-668B (Rack-Mounted Chassis), MCP-220-00118-0B (SSD Converter Drive Tray), X12-SPA-TF (X12 Motherboard), and SNKP0078AP4 (CPU Heatsink), which are critical for maintaining system configuration and providing tactical shipboard data simulation.

Market research was conducted through NASA SEWP from 03/07/2025 through 03/31/2025, with limited vendor responses and availability. The justification emphasizes that SuperMicro is the only approved manufacturer due to proprietary hardware and specific design requirements from NSWC Dahlgren. The document cites 10 U.S.C. 3204(a)(1) as statutory authority for sole-source procurement, noting that alternative brands would require hundreds of hours of additional testing and potentially delay naval test and evaluation events. The contract specialist will continue to conduct market research to potentially expand the vendor base in future procurements.

Brand Name Justification under $250K

PID Number: 25-SIMACQ-D30-0035

Department: D34

Company Name/Brand: SuperMicro

Description of Product, Supplies or Services required to meet the agency’s needs:

Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) has a requirement to procure SuperMicro branded part numbers SuperChassis 842TQC-668B, Rack-Mounted Chassis, MCP-220-00118-0B, SSD Converter Drive Tray, X12-SPA-TF, X12 Motherboard and SNK- P0078AP4, CPU Heatsink that will be installed in the to simulate tactical signal to The X12 Motherboard is compatible with the CPU Heatsink within the Rack-Mounted Chassis frame for mounting and connecting the hardware components of the processor. The Supermicro SSD Converter Drive Tray meets 100% compatible with form, fit, and function with the Supermicro Rack-Mounted Chassis.

Identification of Justification Rationale:

The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are “direct replacement(s)” parts/components for existing equipment.

Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 3204(a)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.

Identification of the Justification Rationale Explained:

The Rack-Mounted Chassis, SSD Converter Drive Tray, X12 Motherboard and CPU Heatsink are 100% compatible with form, fit, and function of the , a simulation tool required for testing and operations. NSWC Dahlgren and the directed the design of the simulator and required and approved the use of these Supermicro branded parts and no other brand. Therefore, the Supermicro branded parts are the only approved items per the manual and documentation provided by the simulator program development team and the use of any other brand of items as a substitution would require additional form, fit, and function testing that would delay operation of this and delay upcoming training and operation events for the United States Navy.

The Supermicro Converter Drive Tray will be used to hold a 2.5” SSD that will be installed in the RMP Chassis assembly. The Supermicro Converter Drive Tray is designed to be 100% compatible with their SuperMicro Rack-Mounted Chassis that is required to be used within the

The X12 Motherboard is the only brand of Motherboard that is compatible with the IXI cards within the configuration that will provide tactical shipboard data reflecting missile alignment, response timing and data exchange with external equipment including Inertial Navigation System and block I-V Inventories, missile and launcher faults inputs which are needed to provide the simulation connections.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:

As stated above, the listed SuperMicro items are needed to maintain system configuration in compliance with necessary interfaces. Currently, SuperMicro is the only approved manufacturer of these particular components that will be used to provide housing, software installation capabilities, required interfaces for additional hardware components, power distribution, and cooling in accordance with NSWC Dahlgren’s design specifications. Due to SuperMicro’s proprietary hardware and since SuperMicro is the only brand of parts that have been approved for use within the , selecting and approving another brand would require hundreds of hours of additional testing (after receiving direction and approval of to conduct additional testing) by NSWC Dahlgren prior to validation of any alternatives. This delay would be unreasonable, as NSWC PHD and would not be able to participate as a fleet representative alongside NSWC Dahlgren and Naval Undersea Warfare Center during test & evaluation events.

Market Research Conducted:

We contacted various sources to ensure the material met our requirements for pricing and availability and carefully evaluated product information, prices and availability from all mandatory sources. Our request was submitted through NASA SEWP from 03/07/2025 through 03/31/2025. NASA SEWP provided two quotes. However not all vendors had availability of the product or not selling the part number requirements. Some vendors responded with negative or no bid. In addition, we received one external quote. We determined that no brand of products, other than SuperMicro, could meet our needs.

GSAAdvantage provided one partial quote from had no bid and did not reply to our request for a quote. Unicor and AbilityOne did not provide any results.

Contract specialist posted a Sources Sought to NASA SEWP from 05/23/2025 – 06/04/2025 and received two responses from capable sources, however only one was a complete quote including all requested items.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
