About this file

This document is a Brand Name Justification under $250K for the Naval Surface Warfare Center (NSWC) Philadelphia Detachment (PHD). The procurement involves two BlackBox Corporation products: an ACR1000A-CTLR2-48 iPATH Controller and a PS650 power supply. The iPATH Controller enables management and control of multiple computers and user stations, allowing instructors to control inputs and displays, while the PS650 power supply supports the multihead Digital Visual Interface (DVI) keyboard, video, and mouse (KVM) switch.

The justification explains that no alternative brands meet the specific technical requirements, with market research confirming that other controllers cannot provide the same level of flexibility and connectivity. The document cites compatibility with existing systems as the primary rationale, noting that the BlackBox components are direct replacements for current equipment. A sources sought notice was posted on SAM.gov from 04/15/2025 to 04/29/2025, receiving 12 responses from capable vendors. The procurement is being conducted under 10 U.S.C. 2304(c)(1), which allows for limited competition when only one or a few sources can meet the agency's needs.

Brand Name Justification under $250K

PID Number: 25-SIMACQ-D30-0026

Department: Digital Engineering Department (D Dept)

Company Name/Brand: BlackBox Corporation

Description of Product, Supplies or Services required to meet the agency’s needs:

NSWC PHD requires a Black Box ACR1000A-CTLR2-48 iPATH Controller and a BlackBox PS650 to support the The Black Box ACR1000A-CTLR2-48 iPATH Controller provides management and control functionality to the BlackBox transmitters and receivers to allow the connection of multiple computers and user stations independently while also allowing an instructor to control the inputs and displays of the class for better control and good order. This item is required to connect more than one computer, transmitter, and receiver, and allows any number of connected devices to be switch to one another without changing settings or reconfiguring hardware.

The BlackBox PS650 is a power supply for the multihead Digital Visual Interface (DVI) keyboard, video, and mouse (KVM) switch also provided by BlackBox. This item meets the specific power requirements for input and output voltage and amperage, as well as the proper input and output receptacles to fit both the power source and the KVM switch.

Identification of Justification Rationale:

The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are “direct replacement(s)” parts/components for existing equipment.

Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency: IAW FAR 6.303-2(b)(4).

Identification of the Justification Rationale Explained

As stated, the BlackBox iPATH controller is already in use in the suites to enable users and instructors to pair controllers with as many transmitters and receivers as required to form a network linking all user stations to all computers, while still giving flexible control to users and instructors to be able to use or reconfigure any station as required. to allow the connection of multiple computers and user stations independently while also allowing an instructor to control the inputs and displays of the class for better control and good order and to prevent setting or reconfiguration changes. In order to create additional suites adhering to the required configuration without unnecessarily changing the settings, configuration, or overall

Market Research Conducted:

Based upon the statements above, no other brand meets programmatic requirements for this configuration. Numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements). Through NSWC PHD’s research, alternate brands of controllers, receivers, transmitters, and power supplies were found; however, these alternate brands did not meet NSWC PHDs needs and were not compatible with the existing BlackBox branded components and parts. The alternate brands included controllers that only linked one computer to one “workstation” with a monitor, keyboard, and mouse, or connected multiple computers to a single workstation or a very limited number of workstations. No alternate brand of controllers allowed any number of connected devices to be switched to one another without changing settings or reconfiguring or moving hardware or without additional subscription fees from an internet server that cannot connect to NMCI and Navy servers.

Additionally, the alternate brands did not allow for the amount of users required nor did they provide for grounded power supplies that could provide the proper amount of voltage or that could fit within the required equipment.

Contract specialist posted a sources sought through SAM.gov from 04/15/2025 – 04/29/2025 and received 12 responses from capable vendors.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
