About this file

This is a Brand Name Justification document for a sole-source procurement by the Naval Surface Warfare Center (NSWC), Port Hueneme Division. The document details the acquisition of a specific Xerox branded printer (part number C410/YDN) for use in the Tactical Tomahawk Weapons Control System (TTWCS) version 5.6.1. The Navy conducted extensive testing, including Functional Qualification Testing, Environmental Qualification Testing, and counterfeit avoidance assessments, to validate that this specific Xerox printer is the only commercially available option meeting their stringent technical requirements.

The justification highlights that all previously qualified printers have gone end-of-life, and the Xerox printer is the sole form, fit, and function alternative that passed comprehensive testing for use in the TTWCS. The procurement is valued under $250,000, with the Navy conducting market research through NASA SEWP and receiving 13 responses from capable vendors. The document includes certifications from the Requirements Generator, Legal Counsel, and Contracting Officer, with digital signatures dated May 28, 2025. The contract was ultimately awarded to Blue Tech Inc. for $30,344.00, with an anticipated award date of July 17, 2025.

Brand Name Justification under $250K

PID Number: 25-SIMACQ-D20-0008

Department: D21

Company Name/Brand: Xerox

Description of Product, Supplies or Services required to meet the agency’s needs:

Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) has a requirement to procure Xerox branded printers part number C410/YDN used to print strike plans for signature within the Tactical Tomahawk Weapons Control System (TTWCS).

Identification of Justification Rationale:

The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are “direct replacement(s)” parts/components for existing equipment.

Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency IAW FAR 6.303-2(b)(4).

Identification of the Justification Rationale Explained:

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) has a requirement to procure the Xerox branded printer part number C410/YDN in support of Tactical Tomahawk Weapons Control System (TTWCS) and used in v5.6.1 configurations.

In support of Supply Chain Risk Management and counterfeit avoidance, the Navy conducted due diligence on the Xerox branded printer, part number C410/YDN to ensure that the Xerox specific brand of printer adequately met the industry and government standards to be approved for use within the TTWCS v.5.6.1’s Tomahawk Workstation Printer (TWP) and ensure that no altered and/or potentially counterfeit materials are placed within a critical weapons system onboard ships. This process leveraged a combination of industry standards and government procedures, including: SAE AS5553 (Counterfeit Electrical, Electronic, and Electromechanical (EEE) Parts; Avoidance, Detection, Mitigation, and Disposition), SAE AS6171 (Test Methods Standard; General Requirements, Suspect/Counterfeit, Electrical, Electronic, and Electromechanical Parts), SAE ARP6328 (Guideline for Development of Counterfeit Electronic Parts; Avoidance, Detection, Mitigation, and Disposition Systems), and NAVSO P-7000 (DON Counterfeit Material Process Guidebook). The Xerox brand of printer was determined to meet all of the industry and government standards and significantly reduce the risk of counterfeit materials within TTWCS v.5.6.1 as required.

Additionally, the Navy conducted Functional Qualification Testing (FQT) on the Xerox branded printer in accordance with TTWCS requirements to ensure that this part performs according to specification and meet the functional requirements. The Xerox branded printer passed the FQT and were determined to be functional matches for use within TTWCS v5.6.1 TWP.

Finally, after ensuring that the Xerox part met the counterfeit avoidance and functional requirements, the Navy conducted Environmental Qualification Testing (EQT) on the Xerox branded printer. In accordance with regulations in the TTWCS Hardware Requirements Specification (HRS) v5.6.1 BL 3.5, any fielded weapons system that is to be installed must first pass EQT using the same configuration of components, assembled in the same manner in order for that configuration to be approved for installation onboard U.S. Navy ships. Therefore, after ensuring that this Xerox part meets the above stated requirements, the Navy then conducted EQT using Xerox’s branded printer to verify the equipment can perform reliably under specified environmental conditions throughout its intended operational life. EQT involves exposing components or systems, in this case the printer, to various stresses like temperature, vibration, and humidity, and evaluating their performance and functionality to ensure each component, and the overall configuration, can maintain functionality while the ships are underway within harsh conditions. The TTWCS v5.6.1 TWP passed EQT with a configuration including the Xerox branded printer.

All previously qualified printers have gone end of life and are no longer procurable. The Xerox branded printer (part number C410/YDN) is the only commercially available form, fit, function (F3) alternate to the printer that passed both Funactional Qualification Testing (FQT) and Environmental Qualifications Testing (EQT) and is therefore approved for use in TTWCS. Any fielded weapons system that is to be installed must first pass EQT. EQT regulations call for any assembly, in this case the printer, to pass all EQT using the same configuration of components, assembled in the same manner in order for that configuration to be approved for production and installation. Since the Xerox branded printer (part number C410/YDN) is the only F3 alternate to the printer that passed EQT and is commercially available, it is the only commercially available brand and part authorized for use within the TTWCS v5.6.1.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:

As stated above, the Xerox branded printer part number C410/YDN is the only printer currently available on the market that meets the testing requirements and, therefore, the only brand of authorized printer available for use within the TTWCS v5.6.1. Since no other brand of available printer has met the requirements to be authorized for use, the use of another brand since those brands cannot meet the exact requirements, would require additional testing to determine whether those non-compliant requirements would be sufficient and authorized for use within the TTWCS. This process would result in a substantial duplication of cost of approximately $220K that is not expected to be recovered through competition.

Market Research Conducted:

Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
