About this file
This is a Justification and Approval (J&A) document from the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) for a non-competitive procurement of IXI Technology branded circuit cards, splitter boards, and related components. The Navy plans to award a firm-fixed price contract for NTDS-A and NTDS-E Circuit Card Assemblies (CCAs), splitter board and cable components specifically required for a weapons system simulation tool. The components are 100% compatible with existing hardware and software, and no alternative brands can be used without extensive additional testing and potential system redesign.
The document details extensive market research and qualification testing conducted by the Navy, including counterfeiting avoidance, functional qualification, and environmental qualification processes. Three external quotes were received, and sources sought were posted on NASA SEWP and SAM.gov with limited responses. The Navy determined that IXI Technology is the only approved manufacturer for these specific circuit cards and peripherals, with proprietary hardware and software that cannot be easily substituted. The contract will support testing and operations for a U.S. Navy weapons system, with the Contracting Officer certifying the anticipated cost as fair and reasonable.
