About this file

This document is a Sole Source Justification under $250K for the Naval Surface Warfare Center (NSWC), Port Hueneme Division. The document seeks renewal of eight Spatial Analyzer Ultimate software licenses for NSWC PHD and other US Navy Regional Maintenance Centers, which are set to expire on 10/01/2025. Hexagon Manufacturing Intelligence, Inc. is the sole source provider, as they are the exclusive developer and maintainer of these licenses used for coordinate measuring machines (CMMs) and 3D laser trackers necessary for combat system alignment surveys on US Navy ships.

The justification highlights that no alternative software meets the specific technical requirements, and changing providers would cause significant disruption, including potential work stoppages and substantial equipment/software modification costs across multiple maintenance centers. A Sources Sought notice was posted on SAM.gov from 04/15/2025-04/29/2025, which received one response from capable vendors. The NSWC PHD Contracts Office will continue conducting market research to potentially expand the vendor base in future procurement cycles, while acknowledging Hexagon Manufacturing Intelligence's current exclusive capability to provide these specialized software licenses and maintenance agreements.
