About this file

This document is a Sole Source Justification for a contract with Faro Technologies Inc. to clean, calibrate, provide B-89 certification, and repair sixteen (16) Faro Laser Trackers, three (3) Laser Tracker Probes, two (2) Arm Scanners, and two (2) Arm Scanners owned by the Naval Foundry and Propeller Center (NFPC). The contract period is one year with an estimated cost of $134,585.54, and the requirement is sole sourced to Faro Technologies Inc. (CAGE: 0VGY2) because they are the Original Equipment Manufacturer (OEM) with exclusive rights to recertify the equipment.

Market research conducted by NFPC confirmed that no alternative vendors can provide the required services, as Faro explicitly stated in a letter dated October 30, 2024 that they do not allow third-party vendors to recertify their equipment. The laser trackers, arms, scanners, and probes must be recertified annually to meet the Navy's METCAL program requirements, and failure to obtain OEM certification would render the lasers unusable. The contract includes 23 line items (CLINs) for various laser trackers, probes, and arms, with due dates ranging from 5/23/2025 to 11/15/2025.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

NFPC currently owns equipment produced by Faro Technologies which are vital to the production of components utilized by the Navy to meet critical deadlines for the production and repair of the Navy’s propels. Every year, the trackers, arms, scanners, and probe need to be recertified by the Original Equipment Manufacturer (OEM) to meet the requirements of the Navy’s METCAL program. The re-certification by the OEM shall inspect, clean, calibrate, and provide necessary repairs to meet the B-89 certification.

Since Faro Technologies is the OEM for this equipment and has exclusive rights, there is no other 3rd party vendor that can provide these required services. Faro confirmed on October 30, 2024, in a letter, that they do not allow any 3rd party vendors to provide these services. Failure to procure these services by Faro shall make these lasers unusable, because the Government is required to have the lasers re-certified for use.

3. MARKET SURVEY

Market research was conducted by contacting the OEM, past awarded contracts and internet searches for other vendors and suppliers. As a result, the Government did not identify any alternative options for this requirement. NFPC shall consider other vendors if they provide substantial evidence that they can reliably re-certify the Faro lasers.
