About this file
This document is a Single Source Justification form for the Department of Veterans Affairs (VA) to purchase hardware upgrades for Meds by Mail (MbM) mail scanner equipment in Murfreesboro, TN and Cheyenne, WY. The VA requires OPEX 'Falcon' hardware components to upgrade existing OPEX Model AS7200i scanner systems and Model 72 extraction/opener equipment to ensure IT compliance with Windows 11 and future operating systems. OPEX is the sole manufacturer and authorized provider of this proprietary equipment, with no alternative vendors capable of providing compatible hardware or software that can integrate with the existing system.
The acquisition is processed under Simplified Acquisition Procedures (SAP) for purchases over the micro-purchase threshold but not exceeding $250,000. The document indicates the VA maintains a current maintenance contract with OPEX and plans to continue using their equipment. The justification notes that actions to remove competition barriers are limited until OPEX equipment can be replaced by new systems in the future. The document is signed by Renee Kreutzer (Contracting Officer) and Daren Babcock (Health Systems Specialist, CORII), with effective dates in 2024 and 2025, and an Acquisition Plan Action ID of 36C770-26-AP-0027.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Acquisition ID#:
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW
FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C770-26-AP-0027 2237: 700-26-1-210-0006
1. Contracting Activity: Department of Veterans Affairs, NCO15, Meds by Mail (MbM)-700 (Cheyenne, WY and Murfreesboro, TN).
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The existing VA Meds by Mail (MbM) OPEX mail scanner equipment at Murfreesboro, TN, and Cheyenne, WY requires hardware upgrades to ensure IT compliance and compatibility with Windows 11 and future operating systems. Specifically, the authorized ‘Falcon’ hardware component from OPEX is required to maintain secure and uninterrupted operation as VA IT infrastructure evolves. The Falcon+ will integrate with the existing OPEX Model 72 extraction/opener equipment retained by MbM.
2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
OPEX is the sole manufacturer and authorized provider of the specific scanner hardware and software used in the MbM operations. The current OPEX Model AS7200i scanner system and Model 72 extraction/opener are proprietary equipment exclusive to OPEX. No other vendor offers compatible hardware or software that can integrate with or maintain the existing system. VA maintains a current maintenance contract with OPEX, ensuring ongoing support and compatibility. The equipment does not have an established end-of-life lifecycle, and OPEX is committed to supporting the system as long as it is owned by the VA.
Therefore, no alternative sources exist for this upgrade.
3. Description of market research conducted and results or statement why it was not conducted: Market research is limited due to the proprietary nature of the OPEX system in use. The current MbM equipment consists solely of OPEX-manufactured scanners and extraction/openers. The upgrade to the OPEX Falcon+ is necessary to maintain system continuity and integration. Due to the exclusive ownership of the technology and ongoing maintenance agreements, competitive market alternatives are not available or compatible with existing infrastructure.
VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Acquisition ID#:
Actions to remove barriers to competition are limited until OPEX equipment is replaced or will be less dependent upon this service as new systems are planned in the future that will replace the current systems.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
