About this file
This document is a Memorandum for Record (MFR) justifying limited competition for a medical equipment procurement by the US Medical Command's Medical Readiness Contracting Office - Pacific. The solicitation seeks Hologic Omni Hysteroscopes and Omni Instrument Trays for the Department of Surgical Services at Tripler Army Medical Center (TAMC) in Hawaii. Two authorized distributors were identified - DGA Medical and Sustainment Technologies, LLC - with the procurement justified based on the Omni Hysteroscope being the only compatible hysteroscope for the government-owned Hologic Myosure Hysteroscopic System and Fluent Fluid Management System. The medical center currently has insufficient hysteroscopes to deliver safe patient care, relying on only two units (one on loan), which limits their operational capacity. The procurement will be solicited on SAM.gov as a brand name requirement, with funding sourced from FY25 Defense Health Programs, using a fixed-price contract vehicle.

b. The Omni Hysteroscope is the only compatible hysteroscope that can be used with the government-owned Hologic Myosure Hysteroscopic System and Fluent Fluid Management System; therefore, the Omni Hysteroscope is the only product that meet the government's requirement.
