About this file

This is Addendum No. 1 to an Invitation for Bid (IFB 25-26-53) issued by the City of Greenville, North Carolina for speed cushion installation services. The addendum provides clarifications on key project requirements including mobilization scheduling, disposal procedures, work hour restrictions, and material handling logistics. The project encompasses the installation of 49 speed cushions across seven neighborhood locations (Nash Street, E. 4th Street, Crestline Boulevard, W. Meath Drive, Wildwood Park, Club Pines Drive, and Brownlea Drive) and the removal of 9 existing speed cushions at Brownlea Drive. The contract term is three months with no extension options, and the City expects to award in July 2026. Work is restricted to daylight hours between 9:00 a.m. and 4:00 p.m. on all roadways, with no weekend or holiday work permitted.

The addendum clarifies that contractors have flexibility in scheduling mobilizations across the three-month contract period, with the option to mobilize as frequently as needed to complete work sequentially at all locations. Dump fees for removed speed cushions and debris are the contractor's responsibility, with no designated approved landfill specified. The City will not provide loading assistance; contractors must load cushions themselves using appropriate equipment, though they may stage multiple trips to retrieve cushion sets as needed. Material pickup hours are limited to 7:00 a.m. to 3:30 p.m., and old anchor sleeves do not require removal or patching. Bidders must submit unit prices and lump-sum amounts for three line items: installation of speed cushions, removal of speed cushions, and mobilization. The City has established 4% Minority Business Enterprise and 4% Women Business Enterprise participation goals for this contract.

Submittal Description Addendum No. 01

Project Name: Speed Cushion Installation Project No.: RFP# 25-26-53 Prepared By: Wanda F. House, Financial Services Manager Date: 06-25-2026

General Questions, Clarifications & Requirements:

1. Q: The solicitation does not specify the number of mobilizations anticipated for this project. Work spans 7 separate street locations. Should bidders anticipate a single mobilization with all locations completed sequentially, or multiple separate mobilizations? Please clarify the expected number so we can price the mobilization line item accurately.

A: We have had some vendors just give us a lump sum for mobilization for the entire contract and others break it down per location. The contract time will be 3 months, so as long as everything is installed within those 3 months you can mobilize as much as you need to. It is up to you how you schedule the work.

2. Q: The solicitation requires the contractor to haul removed speed cushions and debris to an "approved public landfill." Can the City confirm: (a) whether dump fees are the contractor's responsibility or will be reimbursed by the City, and (b) which specific landfill(s) are approved for disposal under this contract?

A: Dump fees are the contractor’s responsibility. There is not a specific landfill that needs to be used.

3. Q: The bid documents said the time allowed in the road is 9am-4pm. Is that on all streets, or just the roads with a painted center line?

A: That is all roadways.

4. Q: When an old cushion is removed, will the contractor be required to patch back, seal or remove the sleeves from the old anchors? What is the scope there?

A: You can just leave as is.

5. During what hours will the cushions be available for pickup 7am-5pm?

A: 7:00 AM – 3:30 PM

6. I would assume that the cushions come packaged 1 cushion per pallet. Will someone be available to load, or will we need to plan on hand loading them at the storage facility?

A: No, the cushions are divided up on pallets with like pieces on the same pallet. They can be loaded with a forklift if you have a large enough, capacity-weighted flatbed trailer; otherwise, the bidding party is responsible for loading the individual cushions needed for the job. The contractor can also load the pieces needed for a set, then return to pick up another set when moving to a new location.
