About this file

This Justification and Approval (J&A) document supports a sole-source procurement by the United States Marine Corps for drogue release modifications to the PS-2 Multi-Mission Parachute System. The procurement is specifically for conversion kits from Airborne Systems, located in Pennsauken, NJ, involving two kit sizes (large and small) and complete modified parachute systems. The Marine Corps determined Airborne Systems is the only responsible source capable of providing these modifications, based on the existing proprietary PS-2 system, with the goal of increasing reliability, maintainability, and serviceability of the current parachute system.

Market research was conducted through a 30-day Request for Information (RFI) posted on SAM.gov, which resulted in Airborne Systems being the sole respondent. The contract will be a three-year, indefinite delivery contract with a sole source, firm-fixed-price award. The modifications aim to remove the connection from the left and right drogue release, creating an independent system that will improve maintainability and reduce excessive maintenance. The Marine Corps anticipates this procurement will avoid substantial costs and delays associated with procuring entirely new parachute systems, with an estimated five-year timeline for alternative sourcing.

IN REPLY REFER TO:

Code: CT 2.1 J&A Number: 24,285 ensures that the parachutes are robust and optimized for the federal organizations' unique requirements, providing reliable, safe, and high-performance solutions for airborne operations.

The USMC has since purchased over worth of Airborne Systems’ proprietary PS-2 systems. To award the PS-2 modifications requirement to another source would incur substantial costs to purchase all new parachute systems and would take an estimated five (5) years to contract for and obtain the newly manufactured parachutes.

There would also be substantial time and cost associated with the safety testing for the new parachutes and manufacturing source, thereby missing the targeted availability timeline of the PS-2 drogue release modifications for the fleet and far exceeding the funding available for the modifications.

The drogue release modifications to the PS-2 systems must be procured from Airborne Systems to ensure interoperability of and maintainability with the existing equipment. As stated above, using another source would result in substantial duplication of cost and extensive schedule delays. Moreover, no other source other than Airborne Systems expressed an interest or ability to provide the drogue release modifications.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In accordance with FAR Part 10, market research was performed by posting a Request for Information (RFI) M67854-24-I-1042 to SAM.gov on 30 April 2024 for 30 days. Airborne Systems is the only vendor who submitted a response to the RFI. Airborne Systems proposed a drogue release modification solution for the PS-2 system which meets the Government’s specification and indicated the production capacity capability to perform as required.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer anticipates the cost to the Government of the supplies/services covered by this J&A will be fair and reasonable. The contractor will be required to submit a formal proposal with sufficient information to support the accuracy and reliability of their estimate. The Contracting Officer shall determine the price to be fair and reasonable based on price comparison and/or cost analysis. The Contracting Officer may also consider other sources of data related to prices, such as the IGCE and historical pricing data.

8. Actions to Remove Barriers to Future Competition:

MARCORSYSOM does not anticipate the procurement of additional drogue release modifications to the PS-2 systems outside of this effort.
