About this file

This is a Request for Information (RFI) issued by the California Department of State Hospitals (DSH) seeking vendor input on social support services for the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). The RFI, numbered 25-78006-000, was posted on October 20, 2025, with vendor questions due by October 30, 2025 at 1:00 PM. DSH will respond to questions by November 11, 2025 at 1:00 PM, and vendor responses are due November 18, 2025 at 1:00 PM. The RFI seeks information on community-based, non-clinical social support services to assist CONREP SVP clients with safe community reintegration, reduce isolation, and prevent reoffending. Services must include hosting and facilitating regular social support group meetings, preferably weekly, providing in-person and virtual meeting spaces, maintaining client records, and submitting 30-day contact reports. The contractor will work under DSH direction and the designated service provider's oversight. Services may be provided county-by-county, regionally, or statewide, with potential for multiple concurrent social support groups in different areas. No site visits or bidder conferences are specified in this RFI document.

This RFI explicitly states it is not a solicitation for services and that DSH has no obligation to issue a competitive solicitation or purchase services based on responses received. Respondents will not be reimbursed for RFI response costs, and information provided will not be evaluated when assessing future bidders. However, DSH may invite respondents to present or discuss their responses at its sole discretion. Respondents must submit estimated costs within a 20 percent range for informational and planning purposes only, not as binding bids. Minimum qualifications include legal authorization to conduct business in California, appropriate licenses and insurance, five years of experience providing volunteer or non-clinical social support services (preferred), and two years of experience working with SVP or high-risk sex offenders (preferred). All contractor personnel must undergo Live Scan background screening; those with criminal histories may not work with CONREP SVP clients except with approval from both DSH and the designated service provider. Responses are subject to the California Public Records Act and should be submitted electronically to Kenneth Frank at Kenneth.Frank@dsh.ca.gov with the subject line "RFI# 25-78006-000 CONREP SVP."

A. PURPOSE

1. The purpose of this Request for Information (RFI) is to engage with interested parties to provide the Department of State Hospitals (DSH) with input from vendors to perform social support services for the Sexually Violent Predator (SVP) Conditional Release Program (CONREP). The DSH is seeking a better understanding of the types of services and the associated costs to provide these specific services.

2. The scope of work describes the services being sought. The information received from this RFI may be utilized in a scope of work for use for future solicitation.

3. This request is issued solely to obtain information to consider for a solicitation and does not constitute a competitive solicitation.

B. BACKGROUND

1. CONREP was implemented on January 1, 1986, and is codified in Welfare and Institutions Code (WIC) section 4360 (a) and (b). Penal Code (PC) section 1615 also mandates the Department of State Hospitals (DSH) to be responsible for the community treatment and supervision of judicially committed patients. Effective January 1, 1996, Sexually Violent Predators (SVP), were added to the CONREP population (WIC section 6604). Program funding provides outpatient services to patients entering CONREP. DSH contracts with counties and private organizations to provide these legislatively mandated CONREP services, although CONREP SVP clients remain DSH’s responsibility per statute when they enter CONREP for community treatment and supervision.

2. The CONREP SVP program provides CONREP SVP clients with an array of forensically focused mental health services. Additionally, required services for SVPs in CONREP include but are not limited to regularly scheduled sex offender risk assessments, Global Position System (GPS) monitoring and surveillance.

3. Social support services will be in support of the broader scope of services provided by DSH to CONREP SVP clients and administered by the designated service provider. The designated service provider, under the direction of DSH, is responsible for overseeing the treatment and supervision of CONREP SVP clients in the community.

4. DSH is considering a competitive solicitation to provide social support services for CONREP SVP clients and seeks information from contractors who may be interested in providing those services.
