1.0 SCOPE: Renew DMEA’s IEEE Xplore for Government Subscription

1.1 TITLE: IEEE Subscription Renewal

1.2 APPLICABILITY: Defense Microelectronics Activity (DMEA) Organic Engineering Programs, and specifically, the Quick Reaction Engineering (QRE), Side Effects Engineering (SEE), Avionics Data Solutions (DTD), Technical Data Package (TDP), Legacy Systems, and Integrated Circuit Manufacturing (MFG) Programs

1.3 BACKGROUND: IEEE (Institute of Electrical and Electronics Engineers) Xplore for Government subscription is used for technical literature search by DMEA’s Organic Engineering Programs for researching state of the art technical methods and procedures to design and build microelectronics solution for DoD. QRE, SEE, DTD, TDP, Legacy, and MFG designers, engineers, and developers use IEEE subscription for this purpose.

1.4 PURPOSE: The objective of this procurement is to renew DMEA’s existing IEEE subscription. DMEA’s current Subscription expires in August 2025.

2.0 REFERENCE GOVERNMENT PROVIDED RESOURCES: None.

3.0 REQUIREMENTS:

3.1 GENERAL REQUIREMENTS: The Contractor shall provide IEEE subscription and technical support for the following IEEE institutional subscription for DMEA through 8/25/2026:

3.2. ACCESS AND DOWNLOAD REQUIREMENT: The Contractor shall provide IEEE Enterprise -Level 1 subscription access via username/password to the IEEE Electronic Library (IEL) containing journal articles, IEEE standards, and conference proceedings.

3.3. RENEWAL REQUIREMENTS: The contractor shall provide IEEE Enterprise – Level 1 subscription, as stated in Section 3.1 for four (4) additional years in accordance with the table below:
