The Contractor will ensure that IRS applications function efficiently while upholding structured governance and security frameworks.
The Contractor will support Enterprise Application Integration Broker (EAIB) services that supports several IRS applications and systems:
1. Duplicate Taxpayer Identification Number (DUPTIN) and National Account Profile (NAP) services to Modernized Electronic Filing (MeF)
2. Negative Taxpayer Identification Number (NTIN) Common Service on Enterprise Application Programming Interface Gateway (API GW)
The scope will consist of the below tasks:
SCOPE TASKS
TASK 1: INTEGRATION ARCHITECTURE & SYSTEM DESIGN SERVICES
TASK 2: MIDDLEWARE CONFIGURATION & APPLICATION ENGINEERING
SERVICES
TASK 3: INFRASTRUCTURE & PERFORMANCE ENGINEERING SERVICES
TASK 4: OPERATIONAL COMPLIANCE & REPORTING SERVICES
TASK 1: INTEGRATION ARCHITECTURE & SYSTEM DESIGN SERVICES
The Contractor shall provide integration architecture and compliance services to maintain and improve the integration of IRS enterprise systems. These services ensure seamless data exchange across platforms, accurate system interactions, and documentation traceability throughout the lifecycle. The Contractor shall review interface requirements, develop design documentation, and support system-to-system interactions through standardized engineering practices.
The Contractor will be responsible for maintaining and updating integration artifacts such as Interface Control Documents (ICD), Simplified Design and Specification Reports (SDSR), and integration architecture diagrams. These deliverables serve as a foundation for verifying successful application onboarding and updates. Coordination with system stakeholders and technical teams will be critical to ensure system design consistency, performance alignment, and security integration.
TASK 2: MIDDLEWARE CONFIGURATION & APPLICATION ENGINEERING SERVICES
The Contractor shall provide engineering services to configure and maintain middleware components across IRS enterprise platforms. This includes Message Queuing (MQ) systems, API Gateways, service buses, and configuration management for software components such as
SoftwareAG webMethods. These services ensure that system-to-system messaging is reliable, scalable, and secure, and that backend infrastructure components are optimized for current and future workloads.
In addition to this work, the Contractor will involve close collaboration with application and infrastructure teams to ensure that middleware versions, configurations, and dependencies are tested, validated, and deployed correctly. The Contractor will document all configurations, version upgrades, and certificate management procedures to ensure that services remain compliant, resilient, and supportable.
TASK 3: INFRASTRUCTURE & PERFORMANCE ENGINEERING SERVICES
The Contractor shall deliver infrastructure services to enhance IRS environment reliability and performance. This includes executing hardware upgrades, operating system transitions, configuration hardening, and implementation of advanced monitoring tools such as AppDynamics and Splunk. Engineering activities will support initiatives such as Red Hat Enterprise Linux (RHEL) upgrades, application resiliency improvements, and monitoring dashboard creation to ensure visibility and traceability into IRS systems.
This task area includes forward-looking activities such as identifying performance trends, contributing to capacity planning efforts, and developing health check procedures to reduce unplanned outages. These services will directly enable better oversight, incident prevention, and data-driven operations across IRS-managed environments.
