About this file

This is Addendum #1 for BID #25-41 issued by Henry County Purchasing Department for the Atlanta Speedway Airport Runway Pavement Rehabilitation project, with bids due February 7, 2025 at 3:00 PM. The project involves runway pavement rehabilitation including placement of 3.0" of 12.5mm polymer modified asphalt in two 1.5" lifts, single surface treatment for crack relief, cold milling for transitions, and runway marking/striping. The work must be completed within 45 calendar days, though there will be pauses in the schedule to allow for asphalt curing prior to final striping. The project cannot begin before March 1, 2025 but must be 100% complete by June 15, 2025. The runway will be closed when work is being performed within the Runway Safety Area, with day and night operations permitted.

The addendum includes revised bid quantities and typical paving sections, with 13,000 tons of asphalt, 71,000 SY of surface treatment, and 52,000 SY of runway grooving. Prime contractors must be pre-qualified with the Georgia Department of Transportation and self-perform 40% of the work. Davis Bacon wage rates do not apply. The contractor is responsible only for damages to private roads/property caused by negligence. No project cost estimate is provided to avoid influencing bid prices. The included drawings show runway marking and striping details, typical sections, and construction details for the rehabilitation work.

ADDENDUM #1

Issued: January 31, 2025

BID # 25-41

Atlanta Speedway Airport – Runway Pavement Rehabilitation Due Date and Time: February 7, 2025, 3:00 PM

BID #25-41

Atlanta Speedway Airport – Runway Pavement Rehabilitation Questions and Answers

1. Question: If available, can you send me the estimated project value for the project above?

Answer: We do not release the Cost Estimate while out for bid as it could influence the pricing received.

2. Question: Will you require the Contractor to utilize a Shuttle Buggy for the Placement of the 12.5mm

Asphalt?

Answer: It is recommended but not required.

3. Question: Will there be a Self-Performance Percentage Requirement for the Prime Bidder on this project?

Answer: Yes 40%. This is stated in Section 80 Execution and Progress of the project specifications.

4. Question: What is the Expected Notice to Proceed date for this project’s work scope?

Answer: Spring 2025 (The project cannot begin before March 1 but must be 100% completed by June 15)

5. Question: Will Davis Bacon Wage Rates apply to this project?

Answer: No.

6. Question: Can we assume the Milling is for the Tie Ins at each Ramp to the existing pavement?

Answer: Yes, and those millings are to be dumped and spread out at the staging area where needed to fill in low spots.

7. Question: You have Notes in the plans and specifications that say the Contractor is responsible for any and all repairs to roads that may or may not be damaged by this project, this is a pretty wide-open scope that could be expensive or not. Would you consider establishing a bid item Allowance for this unknown Repair Work scope and if it is needed you pay for it out of this fund? It is impossible for any Contractor to guess at how much damage a project like this could cause to existing roads, an allowance is the only fair way to pay for what may or may not be necessary.

Answer: The Contractor is only responsible for damages to private roads and/or property as a result of negligence. The access road is paved and has been used for construction access on previous construction projects. Therefore, we feel confident that the existing pavement will hold up to the weight of pavement construction traffic. However, it is the responsibility of the Contractor to ensure that trucks are within the weight limits and are managed properly in a good faith effort to avoid potential damages.

Addendum #1 “BID #25-41, Atlanta Speedway Airport – Runway Pavement Rehabilitation” Page 3 of 12

8. Question: Will the Runway Be Closed During the Entire 45 Day Duration?

Answer: The Runway will be required to be shut down if any work is being done within the RSA (Runway Safety Area). Since pretty much all the work proposed is within this area then we expect it to be shut down as long as it takes, up to 45 days. Anything we can do to minimize the impact to airport operations, while not putting an uncompensated burden on contractors, will be expected.

9. Question: It is our assumption that you will require the Contractor to place the 3.0” of 12.5mm

Polymer in two 1.5” Lifts (to stay within GDOT Specs)? Please clarify.

Answer: Correct. We expect two 1.5” lifts.

10. Question: Are you expecting to perform the work on a Daily/Nightly basis? If so, what will be the allowable work hours?

Answer: The goal is to get the work done as quickly as possible and open the runway back up to traffic. Therefore, day and night operations are preferred with no restrictions on allowable work hours.

11. Question: The Single Surface Treatment work scope (Bid Item) is not shown in any of the Typical

Sections. Can you please clarify the intent for the Single Surface Treatment along with any cover up restrictions?

Answer: We have revised the Typical Paving Section to show this. The purpose of the single surface treatment is for crack relief between the existing pavement surface and the proposed asphalt.

12. Question: Your cross sections make it look like you are doing some grade/cross slope corrections, however the bid item for the 12.5mm Polymer calls for a uniform thickness of 3.0”. How and with what mix do you expect to use to accomplish the grade/cross slope corrections if they are in fact needed?

Answer: There is not to be a change in cross slope. This project is simply an overlay of constant thickness asphalt pavement.

13. Question: Over what distance should we figure for tying in the Grading to the new pavement, 5 ft? 10 ft? 20 ft? The typical sections really do not define this length and cross sections are on such a skewed scale that we cannot determine the amount of dirt that will be needed.

Answer: Plan for 5-8 ft depending on the thickness of the material applied. The existing runway and taxiway lighting is offset 10-ft from the EOP and we do not want any grading adjustments at or beyond the lights.

14. Question: Some of the General Notes seem to refer to work being done on a Grading type projects, which of the General Notes have nothing to do with this project?

Answer: These are standard general notes that apply to all airport projects.

15. Question: Will an NOI be required, if so, who pays the fees?

Answer: No.

16. Question: The Paving and Surface Treatment bid items seem to be significantly overstated, would you please adjust them to more in line with what will be put in place? We understand the need for fluff on the quantity, but this project is beyond fluffed (nearly 25% overstated).

Answer: We have updated our bid quantities. Please see the Revised Bid Price Sheet.

17. Question: Is there dirt available on the Airport property that can be used to backfill the new pavement

(shoulder grading)? If so, please provide the location and details for obtaining this material from the airport property.

Answer: No. There was discussion about possibly using dirt on-site. But, after further discussion with the Airport and GDOT, we decided it’s in the best interest of the airport to require the Contractor to supply the proper screened topsoil that will promote grass growth.

18. Question: Is the Contractor required to provide Two-Way Radios to the Engineer, if so, how many?

Answer: No. The Contractor is only required to provide radios to his crew(s), including subs.

19. Question: If in fact you are putting down a layer of single surface treatment prior to the paving why is your tack coat quantity so high? One application of tack coat is all that should be needed for the final layer of asphalt, typically tack coat is not applied to single surface treatment prior to the paving placement.

Answer: Tack coat is required prior to the final 1.5” lift of asphalt.

20. Question: Is it your intent to perform the paving, grading, grooving and markings all within a 45 Day period? Or do you plan to pave, temp markings, grooving and grading, open the runway, then come back in 30+ Days (after new asphalt cures) to install the final markings? Please provide a clear sequence of operation if in fact the runway is not closed for continuous 45 Calendar Days.

Answer: We understand that the work cannot start and finish within 45 days of the NTP because of the required cure time of the asphalt for milling and final pavement markings. There will be pauses in the “clock” for the asphalt to cure prior to paving and prior to final striping that will not count toward the Contract Time. That will allow the work should be 100% completed using the 45-day Contract Time.

21. Question: Will grooving be permitted at night? It often is necessary, especially in hot weather, even after the 30-day cure?

Answer: Yes.

22. Question: Can the grooving quantity be reviewed? 5,800’ runway grooved 80’ wide, equals 51,556

SY.

Answer: Yes, it can be reviewed and after a quick check on Google Earth, the area is almost 70,000 SY. The bid quantity is good.

23. Question: It was discussed, at the site visit, that this project is to start as soon as possible after the February Atlanta Race. The GDOT Specifications do not allow surface treatment to be placed before April 1st. Will this specification be upheld for the single surface treatment on this project?

Answer: We don’t anticipate construction to begin until April 1. The spec does not need to change.

24. Question: Does 811 (Call before you dig) cover the airfield, or is a private utility locating service required? If private, does the airport have a utility locating company that is authorized to locate within the secured area? If not, what are the requirements to get a locator in to mark utilities?

Answer: A private utility locating service would be required, if necessary to perform onsite excavation or trenching currently not in the scope. There will also be record drawings and/or as-builts available to the winning contractor, if requested.

25. Question: Please provide a detail for the single surface treatment pay item.

Answer: The typical paving section has been updated.

26. Question: Are there any erosion control requirements on this project beyond temporary seeding and mulching (i.e. silt fence, check dams, sediment traps, etc.)? If so, where should those costs be captured?

Answer: No structural BMP’s are proposed or anticipated for this project.
