About this file
This document is Addendum Number 1 for Request for Proposal (RFP) 25-28-212820 issued by the Alaska Railroad Corporation (ARRC) on May 6, 2025, addressing a Marine Engineering Term Agreement. The addendum provides clarifications to potential bidders regarding the solicitation, specifically addressing questions about personnel qualifications, underwater inspection requirements, and subconsultant involvement. ARRC indicates that while a Marine Engineering Support Specialist role is no longer referenced, underwater inspection experience will be considered, and survey and geotechnical engineering services will not be part of initial qualifications but may be included in future task orders if deemed beneficial.
The addendum does not introduce new pricing terms or funding details, but reinforces that after the term contract is awarded, task orders may incorporate additional services through the prime contractor or subcontractors. Bidders are instructed to acknowledge receipt of this addendum in their Service Bid Form (Form 395-0129). The document maintains the original procurement's overall framework of seeking marine engineering services for ARRC's waterfront terminals, with flexibility for future project-specific needs and potential service expansions through subsequent task order mechanisms.

Addendum Number 1
RFP 25-28-212820
ARRC Marine Engineering Term Agreement
This Addendum is being issued to provide information as follows.
Questions and answers:
1. Q: Can you please clarify what qualifications we are looking for in a “Marine Engineering Support Specialist”?
A: Remove the reference to Marine Engineering Support Specialist. As a support position, there may be different rolls to fulfill this need; however, ARRC does not need a list of these different personnel for this process.
2. Q: Would ARRC like us to include underwater inspection in our proposal?
A: Inspection is considered part of marine engineering. Inclusion of UW inspection or direction/interpretation of UW inspection experience will be considered.
3. Q: We also noticed that there are no subconsultants listed such as survey and geotechnical— should we include those as well?
A: Survey and geotechnical engineering will not be considered in qualifications; however, use and interpretation will be considered. Note: After a Term Contract is awarded, a Task Order may include these services through the prime Term Contractor or subcontractor if deemed in the best interest of ARRC.
All other terms and conditions remain unchanged.
Acknowledge receipt of this and all addenda in your firm’s Service Bid Form (Form 395-0129).
Sincerely, Michele Hope Senior Contract Administrator mailto:HopeM@akrr.com
