About this file
This Sources Sought document outlines a Navy requirement for engineering and industrial services for Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) for USS Harrisburg (LPD 30) and USS Pittsburgh (LPD 31) at San Diego, CA. The comprehensive effort involves managing work specification development, material procurement, fabrication, and ship repair/modification, with each FOA potentially requiring up to 500,000 labor hours over 32-36 weeks and each PSA up to 300,000 labor hours over 12-20 weeks, with an additional 100,000 hours allocated for emergent work.
The Naval Sea Systems Command (NAVSEA) is conducting market research to identify potential contractors capable of supporting these ship availabilities, with a planned Request for Proposal release between Q1 and Q2 FY 2026. Respondents must submit capability statements by 1400 Local Time on 27 June 2025, demonstrating facilities capable of handling ships 684 feet long with 25,300 tons displacement. The procurement will use NAICS code 336611 (Ship Building and Repairing), and may be set aside for small businesses (defined as having 1,300 or fewer employees) based on market research responses. Key evaluation criteria include technical capabilities, resource management, project planning, and past performance in naval shipyard availabilities.

Attachment 1: Purpose and Objectives
The requirement is to provide engineering, planning, management, labor, material and facilities, as required, to accomplish LPD 30 and LPD 31 Fitting Out Availabilities (FOAs), Post Shakedown Availabilities (PSAs), and any emergent work resulting during Post Delivery Test & Trials (PDT&T) and shakedown periods. The FOA is intended to complete fitting out and to correct design-related deficiencies and complete system installations to support ship PDT&T period. The PSA is intended to correct deficiencies and accomplish system/equipment upgrades identified during ship PDT&T and shakedown periods including Final Contract Trials. The Post Delivery Planning and Engineering Support (PD&ES) Planning Yard will manage a comprehensive process for work specification development, material procurement, fabrication, and kitting to support FOA/PSA and other Emergent Work.
The FOA onboard LPD 30 and LPD 31 will take place at the respective ship’s homeport of San Diego, CA at the awarded contractor’s facility. The PSA onboard LPD 30 and LPD 31 will take place at the respective ship’s homeport of San Diego, CA at either the Naval Station or the awarded contractor’s facility. The planning efforts for FOA will begin approximately 12 months prior to the start of the availability, and for PSA, approximately 12 months prior to the start of the availability.
The execution efforts for the FOAs may take up to approximately 500,000 labor hours per availability, exclusive of any emergent work, and will last between 32 and 36 weeks each.
The execution effort for the PSAs may take up to 300,000 labor hours per availability, exclusive of any emergent work, and will last between 12 and 20 weeks each.
Emergent work is estimated at 100,000 hours per availability.
For information purposes, the production labor mix anticipated to accomplish the total FOA/PSA work package is set forth below:
CRAFT/TRADE PERCENTAGE OF TOTAL LABOR
| Program Management | 20% | |||
| Shipfitters | 7% | |||
| Machinists | 5% | |||
| Firewatch/Safety | 8% | |||
| Electrical/Electronic | 15% | |||
| Pipefitters | 16% | |||
| Painters/Blasters | 6% | |||
| Riggers | 4% | |||
| Sheetmetal | 4% | |||
| Carpenters | 2% | |||
| Laggers/Insulators | 3% | |||
| Welders | 10% | |||
| Total | 100% |
Note: Program Management should include planners, estimators, schedulers, trade supervision, etc.
The following summarize the major requirements contemplated for the above outlined scope of work:
1. Management, Planning, Engineering, Design, Liaison, Scheduling:
The PD&ES Planning Yard will manage a comprehensive process for work specification development, material procurement, fabrication, and kitting. The Contractor is responsible for detailed schedule integration, manning resource allocation, material management and execution of work items, as defined in work specifications prepared by the Post Delivery Planning Yard and authorized by the designated PMS 377 Contracting Officer's Representatives (COR). The contractor may be requested to support additional material procurement, fabrication and kitting efforts. The contractor shall be responsible for scheduling, integrating and de-conflicting all industrial work including but not limited to government sponsored AITs and shipbuilder-responsible work/warranty repairs.
Additionally, The Contractor shall provide onboard spare parts and test equipment for all Contractor procured equipment which is different from that previously installed onboard the ship. The range and depth of spare parts shall be in accordance with documented manufacturers’ recommendations to support the ship for ninety (90) days. Also, the contractor will need to incorporate emergent work as identified during various tests and inspections in to the scheduled availabilities.
2. Labor and Material:
The Contractor shall provide material and labor required to perform specified FOA / PSA work items as stated in Technical Instructions (TI). The Contractor efforts shall include all labor and material required to support production efforts at their facility including but not limited to pier space, production/fabrication shops, temporary services, crane services, government office facilities including internet capabilities, material lay-down areas, cleaners/laborers, transportation services and production supervision. Material kits will be delivered to the Contractor as Government Furnished Material (GFM) in advance of the FOA / PSA, and pre-staged by the Contractor in a warehouse. Note: The Contractor shall conduct tests, except those designated as Government responsible, and participate in Post Repair Sea Trials to verify the accuracy and completion of all shipyard industrial work.
3. Facilities:
The following facilities and services will need to be provided in order to execute the FOA/PSA scope of work:
1. Pier space to accommodate LPD 30 or LPD 31;
2. Production Shops;
3. Secure, controlled environment storage facilities available for combat systems and electronics equipment;
4. Government office facilities, including internet and phone capabilities;
5. Material lay-down areas;
6. Warehouse/storage facilities to accommodate pre-positioning and long lead time material;
7. Temporary services;
8. Crane services;
9. Anti-Terrorism and Force Protection measures in place that comply with NAVSEA Standard Item 009-72; and
10. Shipboard fire prevention plan, strategies and resourcing, and ability to adapt to new requirements that may arise during the performance of this effort in compliance with NAVSEA Standard Item 009-08
Prospective offerors shall possess facilities capable of supporting a ship with the following characteristics:
Length – 684 feet Beam – 105 feet Displacement – 25,300 tons Draft – 23 feet – full load Note: Ship must be oriented port-side to the pier
Please describe your available facilities or your plan to secure necessary facilities.
4. Past Performance:
Please describe relevant and comparable prime contract and subcontract work. The Government shall consider as relevant any work on amphibious and surface combatant availabilities performed within the preceding five (5) calendar years. Emphasis will be placed on industrial efforts with significant work package growth that demonstrate the Offeror's ability to successfully accomplish large, dynamic, intensive availabilities conducted at the contractor’s facility and/or at the Naval Base. Completed availabilities may be deemed more relevant than open contracts without completed availabilities.
5. Additional Requirements:
Due to the prospective dollar value and contract type of this potential contract, it is expected that the potential contract will contain requirements for an Earned Value Management System (DFARS 252.234-7002) and Accounting System (DFARS 252.242-7006).
