REQUEST FOR QUALIFICATIONS (RFQ No. 25-14)

Submittals must be received in the RMEPS submission portal on or before the Proposal due date and time. Hardcopy submittals will not be accepted. It is the Respondent’s sole responsibility to ensure all required documents are submitted through RMEPS by the submission deadline. RMEPS does not allow for uploading of documents after the submittal due date and time has closed.
The Submittal will be time-stamped by RMEPS upon receipt. After uploading Submittal documents, Respondents must click the SUBMIT button. The City of Gunnison will not accept uploads that are “saved” but not “submitted”. To verify that a Submittal has been submitted successfully, Respondents may contact BidNet Support or verify, via the Bid Management tab in the Respondent’s account, that the documents are not in “Draft” status. Statements of Qualifications (as hereinafter defined) received after the above specified due date and time, or which are not prepared and filed in accordance with the terms and conditions of this Request for Qualifications (“RFQ”), may not be considered for evaluation.

A. Project Goals
The City of Gunnison is requesting Statements of Qualifications (SOQs) from qualified electrical construction firms to perform professional, on-call construction services and general technical support for electrical construction projects. The City intends to establish a list of qualified firms to provide as-needed services for various electrical construction needs throughout the City.
The contract term shall be for three (3) years with the first year ending on December 31, 2025, and work is not guaranteed. Annual renewal is not guaranteed but will include the submission of revised rate sheets for the calendar year of the contract renewal.
B. Scope of Services
The scopes of work for projects will vary. The City of Gunnison anticipates project scopes to include (but not be limited to) the following:
1. The work will mainly involve installing, replacing, and repairing distribution and transmission poles (wood and steel), conduit, conductors, substation construction, maintenance, and repair, and apparatus throughout the City. This will include trenching and installing conduit for electrical feed systems. Additionally, excavation and backfilling services are expected for electric distribution and transmission infrastructure across the City.
2. In all cases, the City Project Representative will describe the work, location, and timing requirements involved. This will involve the City Project Representative providing a listing of the work to be completed through the issuance of a Work Order. This listing will include location information such as: addresses and/or site maps indicating the project locations. A mutually agreed upon approach will be determined for each job.
3. Intersections and driveways shall be closed only for a minimum amount of time. Prior to the initiation of construction, the Contractor shall coordinate driveway closures with property owners, with final approval by each City Project Representative. This notification can be verbal or in writing. The contractor will be responsible for the removal of grass, shrubbery, fences, and any other obstacle necessary to provide proper execution of the work. The Contractor will be responsible for proper backfill and compaction requirements of all excavations using suitable backfill material. The Contractor will be responsible for the removal of construction material and debris from each site at the end of each day’s activity.
4. The Contractor will be responsible for proper base preparation after job completion. All work must be inspected by the City Project Representative or their designate.
5. The Contractor shall protect all work areas and facilities from surface runoff. All areas and facilities subjected to flooding, regardless of the source of the water, shall be promptly dewatered.
6. It shall be the Contractor’s responsibility to verify the actual location and elevation of all underground utilities prior to beginning work.
7. The Contractor shall make efforts to prevent or minimize erosion, sedimentation, and dust pollution.

8. For excavation in paved areas, the Contractor will be responsible for cutting and removing any pavement required to perform the work. Concrete and asphalt shall be sawcut prior to removal.
Waste material shall be disposed of at the City facility.
9. Backfill and compaction shall be 95% of ASTM-D 698 (standard proctor) and +/- 2% of the optimum moisture content unless otherwise specified.
10. All distribution work will be in accordance with RUS specifications.
11. Directional boring will require potholing to verify existing utilities and must meet the 95% compaction requirement on any potholes.
12. Upon completion, all work must be inspected by a City Representative for compliance with the Work Order and all specifications identified in this Invitation.
13. Mobilization, site protection, excavation, bedding, placement, joining, backfilling, compaction, and surface restoration will not be measured separately but shall be included in the work for electric conduit installation.

C. Statement of Qualifications - Requirements
The Statement of Qualifications shall contain the sections listed below and shall respond fully to all requirements of this RFQ. SOQs are limited to ten (10) single-sided (8-1/2" x 11") pages, no less than 11-point font, not including a cover page. Submittals that do not address the items in this section may be considered incomplete and may be deemed non-responsive by the Review Committee.
1. COVER LETTER OF INTEREST: Provide a letter of interest signed by an authorized Consultant representative. Provide the names, offices, email addresses, and phone numbers for Consultant staff proposed to be involved in the project. The Consultant should clearly state their qualifications and experience in electrical construction services and the categories they are qualified to fill. (1 Page Maximum)
2. STAFF QUALIFICATIONS: The SOQ shall include a project team member biography of key individuals proposed to be assigned to projects. The SOQ shall clearly indicate who will be in responsible charge. The consultant should include a Colorado-licensed Master Electrician or provide the name of the Master Electrician or Journeyman Electrician the company has in their employment. Inclusion of all the items indicated above with a clear representation of each team member's competency and successful past experience with related and/or similar projects will garner the highest points for this section. (2 Page Maximum)
3. EXPERIENCE: Briefly describe experience in work related to electrical construction services.
Include any information that relates to work that would be comparable to the infrastructure within the City of Gunnison. Provide project examples with photos that you were lead on. (3 Page Maximum)

4. EXPERIENCE IN GUNNISON VALLEY: Describe work that has been done within the City of Gunnison or surrounding area. (1 Page Maximum)
5. EXPERIENCE IN COLORADO: Describe work that is similar in nature to electrical construction within the state of Colorado. (1 Page Maximum)
6. EQUIPMENT AND RESOURCES: List available resources and equipment. (1 Page Maximum)
7. SAFETY RECORD: Provide your company's safety record, including any OSHA violations or safety awards. (1 Page Maximum)
D. Review and Evaluation of SOQs
Statements of Qualifications to this RFQ will be evaluated and ranked by a Review Committee consisting of Gunnison Staff. Selection will be based on the following criteria (100 points total):
1. COVER LETTER (PASS/FAIL)
2. STAFF QUALIFICATIONS (20 points)
3. EXPERIENCE (40 points)
4. EXPERIENCE IN THE GUNNISON VALLEY (20 points)
5. EXPERIENCE IN COLORADO (10 points)
6. EQUIPMENT & RESOURCES (10 points)
7. SAFETY RECORD (PASS/FAIL)
Sections 1 and 6 of the SOQ will be evaluated on pass/fail criteria. Failure to achieve a pass rating on the components of these sections may result in the SOQ being declared non-responsive and the Proposer being disqualified. All other sections of the SOQ will be evaluated and scored on a qualitative basis.
Upon completion of review and evaluation of SOQs, the City and the Consultant(s) shall enter into agreement(s) based on EJCDC E-505 series templates which include a main agreement and subsequent Task Orders which are based on needs and not guaranteed.
E. Project Schedule

Submit one (1) electronic pdf copy of your Statement of Qualifications to the City of Gunnison by use of RMEPS, as detailed on page 1 of this RFQ.
SOQs will be received until 2:00:00 p.m. local time on the date provided in Section H.
Late submissions will not be accepted.
Any questions regarding this project shall be in writing and shall only be directed to City Clerk, cityclerk@gunnisonco.gov.
All questions, answers, and addenda shall be published on the City’s solicitation website BidNet. All questions shall be submitted no later than the date provided in Section E of this RFQ. All addenda shall be acknowledged in the Letter of Interest.
G. Rights of the City
The City reserves all rights, which shall be exercisable in its sole discretion, without limitation or cause or notice, the following and/or any applicable law:
• The right to reject any or all SOQs without limitation and/or to cancel, re-issue, postpone, or withdraw the RFQ at any time without incurring any obligation or liability.
• The right to modify the RFQ language, timeframes, or contents and issue addenda.
• The right to engage technical and/or legal firms in the evaluation of SOQs.
• The right to waive informalities, irregularities, or deficiencies in the RFQ or SOQs.
H. Proprietary Information and Return of SOQs
All SOQs received by the City in response to this RFQ are deemed property of the City and are subject to the Colorado Open Records Act. The City, or any of its agents, representative, employees, or firms, shall not be liable to a Respondent or individual participating in a SOQ, as a result of the disclosure of all or a portion of a SOQ under this RFQ. Any information contained in a SOQ which the Respondent believes constitutes proprietary or confidential, exempting from any non-authorized disclosure, shall be clearly designated. Blanket designations shall not be accepted. The City will notify the Respondent of any Public Records request relating to this RFQ, providing an opportunity for the Respondent to seek a court injunction against the requested disclosure.
I. Respondent Compensation
No compensation or reimbursement for preparation of the SOQ will be paid by the City.
J. Modification and Withdrawal of SOQ
SOQs may be modified or withdrawn in writing, executed in the same manner as the SOQ, at any time.
K. Protest Procedures
Prior to a submission of a protest relating to or arising from this Request for SOQ, all parties shall use their best efforts to resolve concerns raised by an interested party through open and frank discussions. Protests shall be concise and logically presented to facilitate review by the City. Failure mailto:cityclerk@gunnisonco.gov
Page 6 | 6 to substantially comply with any of the requirements of these Protest Procedures may be grounds for dismissal of the protest. Protests shall include the following information:
a. Name, address, fax and telephone numbers of protester;
b. Solicitation or contract number;
c. Detailed statement of the legal and factual grounds for the protest, to include a description of resulting prejudice to the protester;
d. Copies of relevant documents;
e. Request for a ruling by the City;
f. Statement as to the form of relief requested;
g. All information establishing that the protester is an interested party for the purpose of filing a protest; and
h. All information establishing the timeliness of the protest.
All protests filed directly with the City will be addressed to the manager of the City or other official designated to receive protests. Protests based on alleged apparent improprieties in the SOQ Documents and solicitation procedures or evaluation and award criteria shall be filed at least ten (10) calendar days before the SOQ submittal date. Failure to promptly file a protest based on solicitation procedures or evaluation and award criteria shall be deemed a waiver of the right to pursue a protest.
In all other cases, protests shall be filed no later than five (5) calendar days after the basis of protest is known or should have been known, whichever is earlier, but no later than ten (10) days after the SOQ due date.
Action upon receipt of a protest shall be as follows:
a. Upon receipt of a protest before award, a contract may not be awarded, pending resolution of the protest, unless contract award is justified, in writing, to be in the best interest of the City.
b. If award is withheld pending the City resolution of the protest, the City will inform the respondents whose SOQs might become eligible for award of the contract. If appropriate, the respondents will be requested, before expiration of the time of acceptance of their SOQs, to extend the time for acceptance to avoid the need for re-solicitation. In the event of failure to obtain such extension of time, consideration should be given to proceeding with award.
c. Upon receipt of a protest within ten (10) days after contract award, the City shall immediately suspend performance, pending resolution of the protest, including any review by an independent higher-level official, unless continued performance is justified, in writing, for urgent and compelling reasons or is determined, in writing, to be in the best interest of the City.
d. Pursuing the City protest does not extend the time of obtaining a judicial stay, injunction, or other remedy.
e. The City shall make its best efforts to resolve protests within 20 days after the protest is filed. To the extent permitted by law and regulation, the parties may exchange relevant information.
f. The City protest decision shall be well-reasoned and explain the City’s position. The protest decision shall be provided to the protestor using a method that provides evidence of receipt.
