About this file

This document is an Addendum to Bid #25-13 for a Temporary Signal for Oak Grove Road at Jodeco Road, issued by the Henry County Purchasing Department in Georgia. The addendum revises the schedule of events, with the deadline for requests for clarifications and questions now September 4, 2024, and the deadline for the first addendum, if required, now September 11, 2024. The bid submission deadline has been extended from September 18, 2024 to September 25, 2024. The project involves the installation of a temporary signal for the intersection of Oak Grove Road and Jodeco Road, and bids will only be considered from contractors and subcontractors pre-qualified with the Georgia Department of Transportation.

The addendum also addresses a question regarding the 16% Disadvantaged Business Enterprise (DBE) contribution requirement, stating that this is a benchmark, not a requirement, and that bidders can provide an explanation of their good faith efforts using a specific form in the solicitation.

Questions and Answers

1. Question: The county is requiring 16% DBE contribution for this project. Can this be waived due to the extremely limited amount of subcontract work available in the project scope? The only subcontract work available in the scope is 60 LF of pavement marking and traffic signal timing?

Answer: The 16% DBE is a benchmark, not a requirement. There is a Description of Good Faith

Efforts form on page 38 of the solicitation where you can provide an explanation.
