About this file

This is a Cost Worksheet (Exhibit B-1) submitted in response to Invitation for Bid 25-10747 issued by the California Department of Public Health, Office of Youth Tobacco Enforcement. The solicitation seeks qualified bidders to provide decoy volunteers between 15-20 years of age to conduct underage tobacco buy operations throughout California in support of enforcement of the STAKE Act (California Business and Professions Code 22950-22964) and federal tobacco sales laws. The worksheet establishes that contractors will provide services based on a cost-per-check model with an estimated 21,000 decoy checks to be performed during the contract period. This is a deliverables-based agreement as specified in Section C of the IFB and State Contracting Manual Volume 1, Section 7.30.

The California Department of Public Health has allocated a maximum budget of $2,500,000 for this contract, and any proposals exceeding this amount will be deemed nonresponsive and rejected from consideration. All submitted rates must be fully burdened and include operating expenses, labor, equipment costs, supplies, overhead, annual inflation costs and rate adjustments, profit margin, taxes, and shipping. Contractors must submit a signed cost proposal as part of their bid submission; failure to sign the cost worksheet may result in the proposal being deemed non-responsive and ineligible for award.
