About this file
This Statement of Objectives (SOO) details the requirements for installing an AtHoc IP Integration Module (IIM) Interface Box for the OptiWarn Giant Voice System at Wright Patterson Air Force Base. The project involves integrating a Government Furnished Equipment (GFE) Interface Box to enable automated notifications between the Blackberry AtHoc system and OptiWarn Giant Voice system, with the contractor responsible for complete installation, configuration, testing, and validation within 90 days of contract award.
The solicitation (FA860125R0020) is a 100% small business set-aside under NAICS 334516, seeking a Firm Fixed Price (FFP) contract for the installation. Quotes are due by 15 April 2025 at 10:00 AM EST, with a 60-day delivery period from award date. The government will evaluate quotes on a lowest-price, technically acceptable basis, with a single Contract Line Item Number (CLIN) for the complete installation. Interested vendors must be registered in the System for Award Management (SAM) and submit quotes electronically to the specified Air Force Materiel Command contracting personnel.

Statement of Objectives (SOO) for Installation of AtHoc IP Integration Module (IIM) “Interface Box” for OptiWarn Giant Voice System
1. Introduction This Statement of Objectives (SOO) outlines the requirements for the installation and integration of the Interface Box (a Government Furnished Equipment (GFE)) required to interface an AtHoc IP Integration Module (IIM) into the existing OptiWarn Giant Voice System. The objective of this integration is to enable automated, timely notifications to be triggered by the Blackberry AtHoc system and received by the OptiWarn Giant Voice (GV) system. The contractor will ensure that the Interface Box is properly installed, configured, and fully operational, allowing for seamless automated alerts based on data from the AtHoc server.
2. Scope of Work The contractor will perform the following tasks to complete the installation, configuration, and testing of the Interface Box with the AtHoc IP Integration Module (IIM) and the OptiWarn GV system:
· Integration Setup:
· The contractor will install and connect the Interface Box (provided as Government Furnished Equipment (GFE)) to the AtHoc IIM and existing infrastructure of the OptiWarn GV system.
· The contractor will ensure proper configuration and integration of the Interface Box with the AtHoc IIM and the OptiWarn GV systems, including but not limited to installing local cables and setting up communication protocols, IP addresses, and ensuring the correct functionality of the entire system.
· Procurement of Contractor Furnished Equipment (CFE):
· The contractor will procure and provide all Contractor Furnished Equipment (CFE) necessary for the installation. This includes network cables, connectors, adapters, and any additional hardware or tools required to complete the installation and ensure proper system integration.
· Configuration of the Interface Box, AtHoc IIM and OptiWarn:
· The contractor will configure the Interface box, the AtHoc IIM, and the OptiWarn GV to facilitate the automated, real-time transfer of data from the Blackberry AtHoc server to the OptiWarn GV system. This will include configuring communication protocols, network settings, and any other necessary parameters to ensure seamless data flow.
· The contractor will ensure that the IIM is properly set up to trigger automated notifications from the AtHoc system, which will then initiate alerts via the OptiWarn GV system based on predefined emergency or status criteria.
· Testing and Validation:
· The contractor will conduct comprehensive testing to verify that the AtHoc IIM correctly passes data from the AtHoc server to the OptiWarn GV system.
· The contractor will verify that the automated notification process works reliably, with no delay or failure in triggering timely alerts on the OptiWarn GV system.
· The contractor will perform failover and resiliency testing to ensure that automated notifications continue functioning as expected, even in the event of minor network disruptions or system issues.
· Operational Verification:
· The contractor will ensure that once configured, the AtHoc IIM operates autonomously, automatically triggering notifications from the AtHoc server and correctly transmitting them to the OptiWarn GV system.
· The contractor will ensure that the OptiWarn GV system outputs audible and visual notifications corresponding to the alerts generated by the AtHoc system.
· The contractor will validate that the timing of the automated notifications meets the specified criteria for timely alerts, ensuring that critical notifications are delivered without significant delay.
3. Performance Criteria The contractor will ensure the successful completion of this integration based on the following performance criteria:
· The contractor will ensure that automated notifications are triggered by the AtHoc server and transmitted to the OptiWarn GV system without manual intervention.
· The contractor will ensure that the OptiWarn GV system reliably outputs automated, timely alerts, both visually and audibly, in accordance with the notifications generated by the AtHoc server.
· The contractor will ensure that no data loss occurs during the transmission of notifications from the AtHoc server to the OptiWarn GV system.
· The contractor will ensure that the integration operates continuously without failure, maintaining system stability during normal operations and under simulated failure conditions.
· The contractor will perform operations checks to ensure it is operating effectively or as intended (e.g., alerts are received and processed by the OptiWarn GV system).
4. Deliverables Upon completion of the integration, the contractor will deliver the following:
· Installation Report:
The contractor will provide a detailed report outlining the installation process, including configuration settings, system modifications, and any troubleshooting steps undertaken.
· Test Results:
The contractor will provide documentation of all testing activities, including verification that automated notifications are being correctly triggered, received, and processed by the OptiWarn GV system.
· Operational Summary:
The contractor will provide a final report confirming that the integration meets all operational requirements, including reliable and timely triggering of notifications by the AtHoc server and correct processing of those notifications by the OptiWarn GV system.
5. Timeline The contractor will complete the installation and verification of the Interface Box within 90-days of contract award, including all necessary testing and validation to ensure the system is fully operational and meets all performance criteria.
6. Point of Contact For any inquiries or additional information, the contractor will contact TSgt Zackary Moran, RF Ops Section Chief, 937-257-2896 or zackary.moran@us.af.mil.
7. Conclusion The contractor will successfully install and integrate the Interface Box (provided as Government Furnished Equipment (GFE)) into the AtHoc IP Integration Module (IIM) and OptiWarn GV system, ensuring the automated, timely delivery of notifications between the AtHoc server and the OptiWarn GV system. The contractor will be responsible for providing all required Contractor Furnished Equipment (CFE) and ensuring the system operates as expected, delivering critical notifications in a timely and reliable manner
