About this file

This is a project plans document for accessibility improvements at Lacey-Keosauqua State Park in Van Buren County, Iowa, managed by the Iowa Department of Natural Resources (DNR) under Project #25-06-89-04. The project encompasses site preparation, paving, drainage installation, and accessibility modifications including approximately 450 square yards of six-inch Portland cement concrete (PCC) paving, HMA saw cutting, excavation of gravel and waste materials, installation of four-inch and six-inch preforated tile lines with daylight outlets, stump removal at five locations, ADA signage and removable bollards, doorway threshold repairs for ADA compliance, seeding and fertilization of disturbed areas, and miscellaneous granular shoulder and macadam stone placement. The work involves 16 bid items with specified quantities, including 140 tons of special backfill, 60 cubic yards of gravel removal, 105 cubic yards of waste excavation, 32 linear feet of PCC curb, and one lump sum mobilization fee. Electronic bids are due by May 21, 2026, at 3:00 PM as directed in the general information and instructions to bidders.

The project documents provide detailed specifications for each line item, including material sourcing requirements (DOT-approved sources), construction methodologies, site-specific conditions, and dimensional specifications. The work at Lacey-Keosauqua State Park involves reconfiguring the park office access roadway and parking area with a 14-foot-wide roadway featuring a one percent cross slope, transitioning existing grades, and creating ADA-compliant transitions and facilities. The plans indicate specific construction sequencing, including removal of high spots to fill low swale areas, tree removals, and installation of drainage infrastructure to properly manage stormwater. No pricing information, set-asides, incumbency details, or funding source documentation is provided in this plans document.
