SCOPE OF WORK
Notice is hereby given that the La Plata County (LPC and/or County) Board of County
Commissioners (BOCC) is seeking bids from qualified guardrail contractors for guardrail rehabilitation over a 3.4 mile stretch of County Road 240 (Florida Road) from approximately the intersection of County Road 240 and Edgemont Highlands/Edgemont Meadows Road going eastbound to end just west of the intersection of County Road 240 and County Road 246. The rehabilitation shall consist of raising the existing w-beam rail sections and replacing damaged components in order to comply with the Colorado Department of Transportation (CDOT) 2025 edition of Standard Specifications for Road and Bridge Construction.
Work shall consist of raising w-beam using existing posts in-place, replacing damaged w-beam and posts/blocks where necessary. End terminals are to be either replaced, reset, or retained in the case of recently upgraded terminals that are currently in compliance. Delineators and reflective markers are to be refreshed or replaced. Work is detailed in attached Plans with allowances made for percentages of w-beam and line posts to be replaced for bid standardization purposes. If actual quantities to be replaced exceed these allowances based on the expertise of the guardrail contractor and with concurrence of the LPC Project Manager/Engineer, the
Contract (Note: Use of the term “Contract” is a reference to the County’s Independent
Contractor Agreement and all incorporated documents) may be modified to accommodate the additional quantities. Work shall be completed by December 31, 2025.
Traffic control shall consist of single-lane traffic. A pilot car shall be used for closures without line-of-sight from one end to the other, or that exceed one (1) mile in length.

Components of Specifications and IFB
The specifications for this project include: the ACEC/NSPE/ASCE General Conditions;
Supplementary Conditions (which contain amendments to the General Conditions and additional specifications not found in the General Conditions format, unique to La Plata County); Project
Conditions; Owner’s Revisions (which are the revisions to the 2022 CDOT Specifications pertinent to this project and specific bid items); and, any Agenda that may be published. All of the documents contain important instructions to the Bidder regarding the materials and methods https://us06web.zoom.us/j/83984102814 required to bid the project and may or may not be cross-referenced in all documents. This IFB incorporates all of the above listed documents, a sample Independent Contractor Agreement, submittal requirements, and instructions to the Bidders. The IFB will be incorporated into the
Independent Contractor Agreement as if fully set forth.
SPECIAL CONSTRUCTION REQUIREMENTS
Protection of the Public
The most important aspect of the project is the safety of the public. People will be curious and inconvenienced and are capable of many thoughtless actions in their attempts to observe and travel through the construction site. The Contractor will be subject to the following:
1. Project Safety Plan and Traffic Coordination/Closure and Detour Plan.
2. Erosion/Stormwater Protection Plan and Dust Control Plan for County review, if applicable.
3. Project Maintenance: The Contractor will be responsible for the following items twenty-four (24) hours a day, seven (7) days a week for the duration of the project:
a. Temporary End Treatment: In construction zones not closed to traffic, installation of rail element shall closely follow the setting of posts to keep the number of posts without rail at a minimum. At the end of the Contractor’s workday, the
Contractor shall treat the ends of the installed guardrail as follows:
i. If the end is at the location of a planned end section, install the end section.
ii. If the end is not at the location of a planned end section, the last rail section shall be installed with one end attached to the rail already in place and the free end resting on the ground. The free end on the ground shall be restrained by tying the rail to the posts by ropes or cables. The guardrail shall not be left in this configuration for more than twenty-four
(24) hours unless protected by an approved attenuating device.
b. Road surface, including: Cleaning of all debris from road surface, to include no stockpiling of materials or components where they may create a hazard for the traveling public.
c. Dust control during all portions of the work, if applicable.
d. The Contractor shall clean, smooth, repair, maintain, and complete all construction activities on the last working day of each week to an acceptable stopping point (see CDOT 2025 Specs 606.03.c) before leaving the site over the weekend. Cut ditches and temporary drainage shall be functioning. The
Contractor’s Erosion Control Plan shall be implemented. Open excavations and unsafe slopes shall be marked with flagging, orange construction fencing, or orange barrels.
4. Coordination with property owners concerning continued driveway accessibility, and staging area agreements if applicable.
5. Any temporary or permanent construction activities that are partially complete or complete that may endanger the traveling public shall be protected at all times with proper traffic control devices as defined by the latest MUTCD standards and including after project hours and weekends. All said related devices shall be incidental to the work and shall not be paid for separately unless defined otherwise by the Contract documents.
6. Any accidents or damages to private property and traveling citizen vehicles, including windshields, will be paid for by the Contractor and reported to the County’s Project
Manager/Engineer. Photographs shall be taken and submitted with reports.
Working Days
Regular Working days shall be Monday through Friday. If the Contractor requests working on
Weekends or holidays, written notice shall be given to the County’s Project Manager/Engineer five (5) working days prior to that weekend work. Notice shall include location, type of work, number of personnel and equipment, and status of detours.
Working Hours
Regular Working Hours will be 7:00 AM to 6:00 PM. The Contractor will have construction activities stopped and cleaned up for two-lane traffic by 6:00 PM. All project activities shall end at least one (1) hour before dark unless written permission from the County is received. All traffic control personnel shall be off the project by thirty (30) minutes before dark. If the Contractor requests working before or after these hours, written notice shall be given to the County’s Project Manager/Engineer forty-eight (48) hours in advance and a special Traffic Control Plan for each special case or phase shall be submitted.
Protection of Landscaping
Contractor shall be responsible for repair or replacement of any fencing, landscaping, waterlines, irrigation systems, or utility lines damaged during the construction, that lie outside of County Right of
Way. All materials shall be kept away from landowners’ fencing at all times.
Project Meetings
Preconstruction Conference. The Contractor and the County’s staff shall have a preconstruction conference prior to any work activities beginning on the project. All key personnel from both parties shall be in attendance at this conference, as well as utility company representatives, and any other outside individuals that may play a role in the construction process. The Contractor and the County will exchange letters at this conference, each naming their primary and secondary contacts who will be the authority and be designated to speak for each party in case of any oral directives or agreements.
The following is a tentative preconstruction conference agenda:
• Authority and Responsibilities
• Erosion Control Plan, if applicable
• Traffic Control Plan and Supervisors
• Project Safety Plan
• List of Subcontractors and Suppliers
• Identification of Key Personnel of all Parties
• Construction Project Schedule
• Temporary Facilities (office, sanitary)
• Submittals
• Project Inspection
• Contract Administration
• Project Administration
• Coordination and Protection of Utilities
• Coordination and Protection of Adjacent Private Property (maintain driveway access, etc.)
• Progress Payments and Billing Format
• Construction Water and Dust Abatement, if applicable
• Final Site Restoration
• Record Drawings (to be provided to the County upon project completion, if there is a deviation from Bid Set Plans)
Weekly Meeting. A weekly meeting will be scheduled on the project site with the Contractor’s staff, County’s staff, and the utility companies’ representatives. The meeting will focus on schedule updates, problem solving to actively and aggressively maintain the project schedule, progress reports, changes to the Work, utility interferences, safety of public, requests for payment, and general project information.
Project Inspection
The County’s Inspectors will act as observers and field representatives for the project. The project will be inspected using the standards listed in the Contract documents’ supplementary conditions and construction drawings.
The Contractor will be responsible for constructing all phases of the work under these provisions. It will be the Contractor’s responsibility to coordinate their work with subcontractors, utility companies, and the general public. The County will have the authority to question the Contractor’s means and methods of construction as they apply to the requirements of the plans and specifications. If it can be clearly established that the use of a certain piece of equipment to do a specified job will, in all probability, result in inferior construction quality, it is within the authority of the County to require that appropriate changes be made.
Inspection Procedures:
The Inspector shall provide acceptance of each guardrail segment and component thereof, prior to any payment request submittals. It will be the Contractor’s responsibility to ensure that the Inspector provides acceptance prior to submittal of any invoicing.
Progress Payment (Quantities)
A Pay Item Installed List and supporting Inspector Acceptance documentation are to be submitted with each payment request. With each Progress Payment it will be the Contractor’s responsibility to provide concise, accurate, and complete quantity information. Failure to provide such information may result in delayed payment or rejection until proper information can be submitted. The County’s Project
Manager/Engineer reserves the right to question in-place quantities, partial payments, and other items deemed necessary before each Progress Payment is approved. It will be the Contractor’s responsibility to measure each Pay Item for in-place quantities and the County’s responsibility to independently check and verify the Contractor’s quantities. The Contractor and the County’s Inspector will agree on each monthly Progress Payment quantity before any Progress Payment is processed.
Submittal Requirements (Note: This reference pertains to the Contractor’s obligation post-award; not to be confused with Submittal Requirements noted elsewhere in this IFB for the bid submittal.)
The word “Submittals” shall be interpreted to include drawings, data, manuals, certifications, test reports, curves, samples, color chips or charts, brochures, acceptance letters, and any other items furnished by the Contractor for acceptance, approval, review, informational or other purposes.
The Contractor shall furnish all materials and perform all work required for furnishing submittals to the
County’s Project Manager/Engineer in accordance with the Contract documents and CDOT Standard
Specifications for Road and Bridge Construction, 2025 edition. A list of submittals for this project will be available after contract award. The submittals shall be submitted in a timely manner to allow for
County review prior to the work. Insufficient lead time for the County review process will not relieve the Contractor’s obligations to construct the work in accordance with the contract time and maintain the quality level as prescribed by the Contract documents, drawings, and specifications, nor will it obligate the County for damages due to delays resulting from untimely submittals.
Project Safety Plan
The Project Safety Plan must address the Contractor’s plan for employee safety on the job. The
Contractor may adopt an existing set of standards, such as the Bureau of Reclamation’s or other agency’s, with an umbrella-type plan for construction work. The Contractor must address safety at the various workstations and working areas expected to be encountered for this particular project. Personal safety equipment, vehicle and equipment safety procedures, and mixing/crushing plant provisions for creating a safe work site should be included in the plan.
The plan should be submitted prior to the beginning of construction.
Traffic Coordination/Detour Plan
This submittal should address a complete plan for traffic control for the various phases of the project. It should be formulated after reading and understanding the requirements of these specifications. The plan should include a traffic control plan of the detour, number of traffic personnel, equipment, and the methodology for traffic control. The Contractor shall determine the twenty-four (24) hour traffic control method, detail the method to be used and be prepared to defend its selection. The County reserves the right to adjust or reject the twenty-four (24) hour traffic control method if the safety of the public is not adequately addressed. Vehicle delays or stopping time should not be more than twenty (20) minutes total through the project. No stopping delays of more than ten (10) minutes are allowed from 7:00 to 8:00 AM and from 4:30 to 5:30 PM. The Contractor shall provide two warning signs outside the project alerting the traveling public to potential delays of up to twenty (20) minutes, location to be determined in on-site by the County.
Protection of Utilities
The Contractor shall comply with Article 1.5 of Title 9, CRS ("Excavation Requirements") when excavation or grading is planned in the area of underground utility facilities. The Contractor shall notify all affected utilities at least two (2) business days, not including the day of notification, prior to commencing such operations. The Contractor shall contact the Utility
Notification Center of Colorado (UNCC) at (8-1-1) or 1-800-922-1987 to have locations of
UNCC registered lines marked by member companies. All other underground facilities shall be located by contacting the respective company. Utility service laterals shall also be located prior to beginning excavating or grading.
The location of utility facilities as shown on the plan and profile sheets if provided, and herein described, were obtained from the best available information. All costs incidental to the foregoing requirements will not be paid for separately but shall be included in the work.
OWNER’S REVISIONS
The following provisions take precedence over Specifications, Plans, or Project Standard
General Conditions (ASCE), except as precedence is specifically noted in these Revisions, and supplement the 2022 edition of the Colorado Department of Transportation "Standard
Specifications for Road and Bridge Construction" (Standard Specifications), which is to be used to control construction of this project.
Revision of Section 107 – Legal Relations and Responsibility to Public
Section 107 of the Standard Specifications is hereby revised for this project as follows:
Subsection 107.06 shall be revised to include the following:
The Contractor and any subcontractor shall not require any laborer or mechanic employed in performance of the Contract to work in surroundings or under working conditions which are unsanitary, hazardous, or dangerous to his health or safety, as determined under construction safety and health standards [Rules and Regulations of the
Federal Occupational Safety and Health Act of 1970 (OSHA) and as amended].
All facilities and work conditions shall comply with Colorado and local Health
Department regulations and with OSHA requirements. The Contractor shall have on the site, during working times, first aid supplies and a person certified to Advanced First Aid level at a minimum to perform first aid.
Subsection 107.17 - Delete the last paragraph beginning with “Loss, injury, or damage to the work...” and replace with the following:
The Contractor is responsible for, and must protect and restore from damage, the existing and proposed roadway within the project limits and the existing and proposed drainage features from flooding, as flooding is defined in other parts of this specification.
Revision of Section 109 – Measurement and Payment
Section 109 of the Standard Specifications is hereby revised for this project as follows:
Subsection 109.07 - Delete and replace with the following:
Partial monthly payments to the Contractor for completed work will not include payment for the value of the materials on hand or on site that have not been actually incorporated into the completed work. Payment shall be for bid items completed or partially completed in place, as agreed with the Project Manager/Engineer prior to billing.
Revision of Section 606 – Guardrail
Section 606 of the Standard Specifications is hereby revised for this project as follows:
Subsection 606.05 shall be revised as follows:
Guardrail will be measured by the linear foot along the centerline of the rail from end to end of completed and accepted rail as shown on the plans, excluding end anchorages, median terminals, and transitions.
End anchorages, median terminals, and transitions will be measured by the actual number placed and accepted. Each end anchorage, median terminal, or transition shall include all concrete, reinforcing steel, anchor bolts, cable, rods, turnbuckles, backing rail, plates, bolts, nuts, washers, and all other work and material necessary to complete the item.
Posts for items 606-00301, wood posts requiring replacement due to deterioration or excessive seasoning checking, and posts for all transitions will be included in the quantities of guardrail of the specified type and not measured separately. Additional posts required for guardrail adjacent to bridges and obstructions, as shown on the plans, will not be measured and paid for separately but shall be included in the work.
In areas where posts are to be reused, and where the w-beam is intended to be raised and/or replaced on the existing posts, and where an individual post is to be replaced due to damage from vehicular strike, the post may be measured and paid for separately as item 607-00000.
Revision of Section 630 – Construction Zone Traffic Control
Section 630 of the Standard Specifications is hereby revised for this project as follows:
Subsection 630.01 shall include the following:
All maintenance and protection of traffic shall be in accordance with the latest edition of the Manual of Uniform Traffic Control Devices, Part VI, and Section 630 of the Standard
Specifications. Single lane closures will be allowed in accordance with CDOT S-630-1, page 9 of 26, Case XVII, Typical Application Lane Closure, 2-Lane Highway at Curve.
A pilot car will be required when a straight line of sight is not provided.
The work shall include any traffic control necessary to comply with the MUTCD for the complete duration of this project, including any potentially dangerous locations outside the project where haul traffic on County roads may endanger the public.
The Traffic Control Supervisor and the Contractor shall meet with the inspectors on an as needed basis as determined by the County to outline the best traffic plan and to provide for any special considerations. Warning lights per CDOT S-630-2 shall be installed at both ends of the project and maintained throughout the duration of the project. The quantity and placement of these lights shall be included on the traffic control plan to be submitted to the County for review and approval.
Subsection 630.10 shall include the following:
The Contractor shall submit a traffic control plan for the Project Manager/Engineer’s approval prior to beginning construction. It shall include each phase of expected work.
No work shall be started until the Project Manager/Engineer has approved the traffic control plan for the phase. Details of the traffic control plan shall include the procedure for Temporary End Treatment (606.03.c) that may endanger the after-hours traveling public. The Contractor’s traffic control plan must be updated with daily record keeping forms, which clearly state where compliance with the plan was met or not met and the reasons why not. Safety netting shall be provided around any trenches left open after work hours or any vertical cuts that present a public hazard.
Subsection 630.11
The Contractor’s Superintendent will not need to have completed a Traffic Control
Supervisor training.
Subsection 630.19 shall include the following:
Maintenance and Protection of Traffic will not be measured but will be paid for on a
Lump Sum Basis. Payments will be made based on a percentage of total project bid items completed, exclusive of Mobilization.
Payment for maintenance and protection of traffic and preparation of traffic control plans will be the contract lump sum bid and will be full compensation for all traffic control required to complete the project as shown on the plans regardless of the construction time. Change orders which lengthen the project due to changed conditions or new or adjusted bid items shall reflect, as determined by the Project Manager/Engineer, additional compensation for increased traffic control attendant to the change order item.
Failure to maintain and protect traffic per the Project Manager/Engineer’s request, or failure to correct traffic control deficiencies in a timely manner, will be sufficient cause or reason to withhold or suspend payment for this item.
Payment will be made under:
Pay Item Pay Unit
Traffic Control Lump Sum
Revision of Section 712 – Miscellaneous - Water
Section 712 of the Standard Specifications is hereby revised for this project as follows:
Subsection 712.01 Water shall be revised to include the following:
The Contractor shall be responsible for securing an adequate supply of water sufficient to complete all tasks within each phase of the project. Lack of water or additional fees incurred in the acquisition of water shall not constitute a legitimate claim for additional time or compensation.
