About this file
Summary
This is Addendum No. 1 to the 2026 Pipeline Continuing Construction Contract (Project No. 25-040R) issued by the Palm Beach County Water Utilities Department. The addendum clarifies contract specifications and adds new bid items for the pipeline construction project. Bid documents must be received by the Board of County Commissioners at 8100 Forest Hill Blvd, West Palm Beach, FL 33413 by 2:30 P.M. on Wednesday, August 5, 2026. Bidders are required to acknowledge receipt of the addendum on the bid form. The addendum introduces new bid item 232 for extra/additional bedding beyond the standard 12" required for standard pipe installation, where unsuitable materials such as muck, debris, peat, organics, roots, and rock are encountered. The specification also establishes requirements for contractor emergency response capabilities, including maintaining specialized operators familiar with potable, reclaimed, raw mains, force mains, and wastewater gravity mains, as well as establishing an inventory of critical materials and spare parts for emergency repairs. Contractors must achieve Substantial Completion within a specified timeframe, with Final Completion required within 30 calendar days thereafter.
The liquidated damages rate for failure to achieve Substantial Completion is $500.00 per calendar day, and $250.00 per calendar day for failure to achieve Final Completion beyond the specified period. Bidders must provide a contract bond equal to at least 100% of the contract price. A mandatory minimum Small Business Enterprise (SBE) subcontracting goal of 15% participation is required per SBD Ordinance Section 2-80.24(1)(a). Only one hard copy of the bid is required and may be delivered in person or by mail. The addendum modifies the bid form and specification 01 29 00-24, reflecting updates to the PBCWUD minimum design standard for bedding requirements and clarifying measurement and payment provisions for extra bedding, additional work not included in defined bid items (limited to a maximum of 15% of the subtotal base bid price per Work Authorization), and mobilization/demobilization costs.
