About this file

This is a Memorandum for File documenting a synopsis waiver for a federal contract solicitation. The Defense Logistics Agency (DLA) Aviation at Oklahoma City issued solicitation SPRTA1-26-Q-0342 for PR 25-01701 and determined that a formal synopsis publication is not required under Federal Acquisition Regulation (FAR) 5.202(a)(13). The waiver is justified based on three criteria: the acquisition value does not exceed the simplified acquisition threshold, the request for proposal will be published through Contract Opportunities (the Government Point of Entry), and offerors are permitted to submit responses electronically via email.

The memorandum cites 41 USC Section 426's definition of electronic commerce to support the waiver determination, concluding that because the complete solicitation package will be available through the GPE and electronic submission is permitted, the full synopsis publication requirement is waived. The document was issued on May 20, 2026, by DLA Aviation at Oklahoma City, Contracting Office (AOBA), and serves as the official file documentation for this acquisition processing decision.

MEMORANDUM FOR FILE

SUBJECT: Synopsis Waiver

Exception is taken to this requirement solicitation SPRTA1-26-Q-0342 for PR 25-01701 of the synopsis publicizing IAW with FAR 5.202(a)(13), exception:

(i) Is for an amount not expected to exceed the simplified acquisition threshold.

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE.

(iii) Permits the public to respond to the solicitation electronically.

Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.

Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
