Camino del Rio and consists of two (2) roofs on the main building (area approximately 9,742 ft2 on the lower and 12,146 ft2 on the upper) and a single roof on the adjacent “Cold Storage” building

(approximately 5,603 ft2).

INTRODUCTION AND SCOPE OF WORK

Notice is hereby given that the La Plata County Board of County Commissioners (BOCC), through the La

Plata County Procurement Division, is seeking proposals from qualified roofing contractors and/or general contractors for tear-off and replacement of multiple roofs at the La Plata County Fleet

Maintenance and Road & Bridge Facility in Durango, CO.

A mandatory pre-proposal site visit shall be held on April 17, 2025, beginning promptly at

10:30 AM MDT. Offerors are to meet and sign in outside the Fleet / Road & Bridge main building entrance at 1365 South Camino del Rio, Durango, CO 81303. (Note: The building is on the frontage road. To access the frontage road, take the River Road exit from South Camino del

Rio/Highway 160.)

This request is for construction services. The terms “bid” and “Bidder” or “offer” and Offeror” refer to the rates provided in the proposal and by the Offeror. The term “Contractor” refers to the successful

Offeror.

The existing roof design, per the original construction drawings, is believed to be ethylene propylene diene monomer (EPDM) membrane over one-half inch (1/2”) plywood over four inches (4”) of poly-iso insulation over one-half inch (1/2”) plywood over steel deck (see original A-310 Wall Sections drawings by

URS). Contractor will examine the existing insulation upper and lower board for wetness or water damage and remove and replace any areas where moisture appears to be trapped or damage to insulation or plywood has occurred. Areas for materials removal and replacement must be exposed for the County’s review and approval prior to replacement. Contractor will add insulation to meet current code (R-30), which is anticipated to be approximately one and one-half inches (1 ½”), cover board and new TPO membrane. The

County will consider an overlay project, however, the Contractor must examine all sections of the existing roofing for moisture penetration and potential damage prior to covering with new poly-iso and membrane.

The existing membrane is to be replaced with a single ply, minimum 60 mil, white, TPO membrane.

Offeror will provide manufacturer specifications for material proposed at time of submittal along with an example twenty (20) year warranty on installation and materials.

Note: there is one large air handler on the lower roof of the main building. A persistent leak appears to originate at or under this unit. Contractor will remove this large air handling unit if necessary to locate the leak around or below this unit. Offerors must include this cost in their proposal.

All roof jacks, boots, pitch pans, roof drains/guard accessories and portions of 24-gauge metal parapet metal flashing as indicated in the plans provided, is to be replaced. All HVAC unit curbs, vents, exhausts, and other penetrations and equipment must be raised/extended as necessary to allow for proper flashing and or boots as required. All electrical, gas and other utility relocation will be by the Contractor. Pipe supports that are incompatible with the new roof material and/or wooden will be replaces by the Contractor.

The new roof installation shall include all bonding of seams, installation of fasteners, boots, flashing, parapet caps, reglets, trim, metal, pitch pans and any and all other components necessary to provide a complete installation. Drains must be adjusted as required to match new insulation depths.

Roof slopes will match existing. Insulation and cover board at overflows will be adjusted to allow for use of existing overflows.

The Contractor is to install all roofing per manufacturer’s specifications and provide a twenty (20) year warranty. The Contractor must agree to assign at the time of completion, any and all warranties relating to materials and labor used in the roof replacement and to perform the work in such a manner so as to preserve all such manufacturers’ warranties.

In compliance with the Keep Jobs in Colorado Act, a minimum of 80% of the workforce must have a valid

Colorado Driver’s License, must be a current resident, and must have resided in Colorado for at least thirty

(30) days.
