About this file
This document is an addendum to an Invitation to Bid (ITB) for the Airport Runway 5-23 & 17-35 Painting and Rubber Removal project, issued by the City of Albany, Georgia. The project involves rubber removal and painting of the airport runways. The addendum provides answers to questions from potential bidders regarding access times, the provision of escorts, disposal of wastewater and solid waste, and the use of thermoplastic markings. The bid opening is scheduled for September 16, 2024, at 2:30 p.m.
The addendum clarifies that all wastewater and solid waste must be recovered immediately and hauled off-site, and that the contractor should verify with the Georgia Environmental Protection Division (EPD) if any testing is required. Additionally, the addendum confirms that no thermoplastic markings will be required for this project, and that all other terms and conditions remain unchanged.

ADDENDUM NO. 1
The items contained in this addendum are added to and/or deleted and become part of the specifications and bid documents for the above referenced Invitation to Bid.
Questions and Answers:
1. What are the realistic daily/nightly expected access times for the project? Answer: Access time will start at 9 am, and the contractor needs to work around commercial and cargo flights.
2. Would escorts be provided for this project? If so, how many escorts would be allotted per day/night? Answer: Yes, the airport will provide two personnel to escort during the day and one person at night if necessary.
3. In regard to rubber removal, “loose and flaky” washing of the current markings, there typically is non-hazardous “wastewater” or “grey water” that is accumulated from this process. Does the airport require that the “grey water” is disposed of into a frack tank to be hauled off site or can the “grey water” be disposed of on site at the direction of the airport? If a frack tank is needed, what specific environmental tests will be required? Answer: Yes, all wastewater and solid waste must be recovered immediately and hauled off-site. Verify with Georgia EPD if any testing is required.
4. In regard to rubber removal, “loose and flaky” washing of the current markings, there typically is also “solid waste” that is accumulated from this process. Typically, this solid material is disposed of into a roll off dumpster that can then be removed from the airfield. Would any environmental testing be required of the “solid waste”? Answer: Verify with Georgia EPD if any testing is required.
5. In the specifications it refers to water-based paint that will be used on all markings. In the description section of the Bid Form, there are references made to “thermoplastic striping and markings” and “raised pavement markings.” Just to clarify, will there be any thermoplastic markings required for this project? Answer: No thermoplastic marking required.
All other terms and conditions remain unchanged. Acknowledge receipt of this addendum with your submittal. If you have any questions, feel free to contact me at (229) 431-3211.
